Building permit fees shall be as provided for in the Uniform Building Code or <br />International Building Code and may be amended by City Council resolution. <br />Building valuation shall be as established by the Building Official. <br /> <br />Section 9.11.01 (General Requirements) shall be amended to include the following: <br /> <br />Subd. 13. Exterior Completion. The exterior finish on all residential, commercial, and <br />institutional structures and their accessory buildings shall be completed within one year <br />of the date of the start of the work. Tar paper, unfinished plywood, fiberboard insulation, <br />foam insulation, brown coat or scratch coat of stucco, plastic sheeting and other similar <br />materials not designed to be an exterior finish shall not be considered an acceptable <br />exterior finish. The Building Official may grant a 90 day extension if there is an unusual <br />hardship, such as bad weather. Further time extensions must be approved by the City <br />Council. This section shall pertain to all current and future building permit holders. <br />Holders of permits issued prior to January 1, 1996, shall have until April 1, 1997 to <br />complete the exterior £mish on said structure(s). <br /> <br />Whenever in the judgment of the City Administrator (or other such officers as may be <br />determined by the Administrator),. a determination is made upon investigation that a <br />particular permit holder has not complied with said regulations, they shall issue written <br />notice to the owner of record and require him/her to complete the exterior finish on said <br />structure(s). Service of said notice shall be in person or by mail. If the premises are not <br />occupied by the owner of record and the address of the owner of record is unknown, <br />service on the owner of record may be had by posting a copy of the notice on the <br />premises. If the exterior finish is not c0rnleted within 30 days of the date of issuance of <br />said notice, the city official issuing said notice shall issue a code violation citation to the <br />notified owner of record. <br /> <br />If, after such service of notice, the party or parties fail to complete the exterior fmish of <br />said structure(s), the City Council may cause the exterior finish of said structure(s) to be <br />completed at the expense of the City and recover such expenditure, plus an additional <br />25%, either by civil action against the person or persons served; or if such service has <br />been had upon the owner or occupant, by ordering the Administrator to extend such sum, <br />plus 25% as a special tax against the property upon which the incomplete exterior finish <br />existed and to certify the same to the County Auditor for collection in the manner as taxes <br />and special assessments are certified and collected. And/or any person violating any <br />provision of this subdivision is guilty of a misdemeanor and upon conviction shall be <br />punished by a fine or imprisonment or both. <br /> <br />SECTION 2. REPEAL <br /> <br />The following language in Section 8.01.01 (Building Code), Section 8.01.02 (Organization and <br />Enforcement), and Section 8.01.03 (Permits, Inspections and Fees) is hereby repealed: <br /> <br /> <br />
