Terry Luke
1Vfarch 16, 1998
Page 2

Preserve a narrow zone along the shoreline with an undisturbed area 40 feet back fi-om the
dyer or restore natural vegetation where practical along the shoreline.

Allow minimal disturbance (selective grading and tree removal) in an additional 60-foot
setback adjacent to the shoreline area for a total shoreline preservation area setback of 100
feet.

Prohibit land disturbance along the bluff face (slopes in excess of 12%).

?reserve the bluff impact area (40 feet back from the bluffline) in a natural state or restore
natural vegetation in order to screen development.

Work to increase and restore wildt~fe habitat and biological diversity in development
projects.

Screen development wherever practical to minimize its visibility from the dyer or the
opposite shoreline.

There are otherpolicies for downtown areas and other situations, but I think this gives the idea of
what is desirable. Basical/y the natural areas on the island and across the River from your
property are to be emulated as much as poss~Ie by rninirni~ing the disturbance and restoring a
buffer area with native vegetation. The natural buffer on and landward of the bluff has more than
just scenic and ecoIogical values. No mowing means more time for other pursuits.

I look forward to seeing your revised plans. The City should also have a chance to review them
for zoning or permit needs.

Please feel free to call if you have any questions.

Sincerely,

Tom Hovey
Area Hydrologist

c: City ofRamsey, Glyn Huff

5-6,
