The projects ~ currently proposed require review under the City's Wild and <br />Scenic and Critical River Overlay Area ordinance provisions. I understand that the City is interested in bringing <br />the proposal to the next possible Planning Commission agenda in order for the applicants to have sufficient time <br />to undertake the project yet this fall. <br /> <br />Prior to issuance of a DNR Waters permit, the Depa~hnent must confirm that the proposed erosion control <br />projects are consistent with applicable floodplain, shoreland, Wild and Scenic Rivers management standards and <br />City ordinances including Mississippi National River and Recreational Area (MNRRA) standards/Critical Area. <br /> <br />A March 16, 1998 letter from Area Hydrologist Tom Hovey to Terry Luke, addressed some of standards that <br />would have to be met, prior to undertaking certain projects (please see the enclosed letter). The following are <br />some of the applicable ordinance provisions in effect for the Mississippi River in the City of Ramsey that we <br />would like to see addressed: <br /> <br />Section 9.21.05, subd. 2e. - No development shall be permitted on land having a slope in excess of 45%. <br />All very steep slopes (12% and over) shall be protected. <br />Section 9.21.05, subd. 2e. -No development &slopes in excess of 12 percent shall be permitted unless <br />the applicant is able to meet certain conditions. <br />Section 9.21.05, subd. 2b - Grading and filling in overly district areas or any alteration of natural <br />topography where the slope of the land is toward a protected water must be authorized by a permit. The <br />permit may be granted subject to specific conditions. <br />Section 9.21.05, subd. 2c - The removal of natural vegetation shall be restricted to prevent erosion into <br />protected waters, to consume nutrients in the soil, and to preserve aesthetics.
