Luke <br />14250 Bowers Drive <br />Rarnsey, MN 55303 <br /> <br />Public Waters Permit No.99-6037, River Bank Stabilization, Mississippi River (river mile 877.7), <br />City ofRamsey, SW¼ SW¼, Section 29, 132N-R25W, Anoka County <br /> <br />Dear Mr. Luke: <br /> <br />Enclosed is Public Waters Permit No.99-603 7, which authorizes the placement of natural rock riprap along <br />200 feet of the Mississippi River. <br /> <br />Please note that special provision No. 6 of this permit does not authorize you to change the configuration of <br />the bank above the ordinary high water mark (OH'N) of the river until permits or approvals are received fi.om <br />the City of Rarnsey. Work is restricted in the sensitive bluffarea and land wiflfin 40 feet of the bluff. Any <br />work conducted above the OHW is within the City of Rarnsey's jurisdiction and will need to comply the <br />standards set forth in current ordinance language. <br /> <br />As we have discussed previously, we support the City's effor~ at protecting the scenic bluffs along the <br />Mississippi River and feel that a proposal to cut back the top of the bluff and shield the slope with rock <br />significantly h/gher than the ordinary high water elevation is excessive, destructive to the natural features, and <br />may cause additional problems.
