Planning Commission Chairperson Anderson stated that City Council is being presented with a <br />different proposal than the Planning Commission received and suggested referring the issue back <br />to the Planning Commission to rework the request. <br /> <br />Mayor Gamec stated that there have been so many delays in the project and for a 13 square foot <br />different doesn't think it would be necessary to send the issue back the Planning Commission. <br /> <br />Councilmember Hendricksen stated that the available sign size has been changed and doesn't <br />think the idea of returning the item to the Planning Commission is a bad idea. <br /> <br />Councilmember Zimmerman stated that if the conditional use permit was approved it would be a <br />total of 158 square feet which would be the largest overage approved. <br /> <br />Motion by Councilmember Zimmerman, seconded by Councilmember Anderson, to return the <br />request for a conditional use permit to exceed sign size and height restrictions back to the <br />Planning Commission. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Zimmerman, Anderson, and <br />Hendricksen. Voting No: None. <br /> <br />Case #5: <br /> <br />Request for a Conditional Use Permit for a Private Dog Kennel to Maintain <br />more than Two Adult Dogs on a Parcel; Case of Robert and Rita Knoll <br /> <br />Zoning Administrator Frolik stated that on April 27, 1999, the City received an application from <br />Robert and Rita Knoll for a private kennel conditional use permit to maintain a maximum of four <br />adult dogs on the property at 6020 15 l~t Lane Northwest. <br /> <br />Zoning Administrator Frolik explained that the Planning and Zoning Commission conducted a <br />public hearing on June I, 1999, regarding the request and two area neighbors spoke in support of <br />the Knoll's request, stating that they are very responsible pet owners. <br /> <br />Councilmember Anderson stated that testimony was received from the one neighbor right next <br />door, but wondered what the other neighbors opinion was. Zoning Administrator Frolik stated <br />that no opinion was given. <br /> <br />Robert Knoll stated that the next door neighbor at 6000 151~t Lane has never indicated any <br />problems with them or the animals, but he didn't want to speak for them. <br /> <br />Motion by Councilmember Hendricksen, and seconded by Councilmember Zimmerman, to adopt <br />Resolution #99-06~ adopting Findings of Fact # relating to Robert and Rita Knoll's <br />request for a conditional use permit for a private dog kennel for four adult dogs. <br /> <br />City Council/June 22, 1999 <br /> Page 8 of 20 <br /> <br />// <br /> <br /> <br />
