CASE

REQUEST FOR SITE PLAN REVIEW OF ZITCO BUILDING;
CASE OF LOWELL ZITZLOFF
By: Zoning Administrator Sylvia Frolik

Background:

Lowell Zitzloff is seeking site plan review to develop a 26,096 square foot multi-tenant retail
building and self-service mini-storage units at 6111 Hwy. #10. The following items are
enclosed:

a)
b)
c)

Site location map
Applicant's narrative and site plan
City Staff review letter dated September 3, 1999

Notification:

Site plans are not required to be subjected to a public hearing. However, in this case the
applicant is requesting a conditional use permit for the mini-storage units and a variance to
encroach on the rear yard setback. Conditional use permits and variances are subject to public
hearings and therefore the neighboring property owners within 350 feet of the Zitzloff property
have been notified of the project. Because the development of the site plan will also require
storm sewer improvements, the neighboring property owners have also been provided a copy of
the site plan case in addition to the hearing notices for the conditional use permit and variance.

Observations:

The site is zoned B-3 Highway Business and retail is a permitted use in that district. Th~
proposal for some mini-storage units on the property will require a conditional use permit
because that is not a generally permitted use in any zoning district in Ramsey. The size 'of the
main building is 24,296 square feet and it is proposed to house retail units and some mini-storage
units. The size of the accessory building is 1,800 square feet and it is proposed to house
additional mini-storage units. The total building space on the property is proposed to be 26.096
square feet which is in compliance ~{h the 35% lot coverage restriction. The exterior of the
building is proposed to consist of rock face block which complies with City Code architectural
standards.

The structure meets ali setback requirements except in the rear yard. The applicant has applied
for a variance. If the variance is not granted, the site plan may have to be modified to reduced
the number of mini-storage units proposed.
