Commissioner Johns replied that the City is just beginning the process of developing the parks <br />for tournaments. <br /> <br />Councilmember Hendriksen stated that he is concerned that the City over build parks and trails <br />not really not knowing the long term costs that will be incurred. <br /> <br />Parks/Utilities Supervisor Boos reviewed the equipment revolving fund. <br /> <br />B) Park Dedication Rates: <br /> <br />Parks/Utilities Supervisor Boos stated that it would be an opportune time for the City to consider <br />increasing the park dedication rate, since the City currently does not have any subdivisions <br />taking place. He explained that there was a considerable amount of discussing during the last <br />Park and Recreation Commission meeting and a motion was made recommending an increase of <br />park dedication to $1,200 and trail fee to $300 per dwelling unit, and not distinguish between <br />rural and urban land. <br /> <br />Councihnember Hendriksen replied that he felt the $1,200 rate is very reasonable and would be <br />in support of the recommendation. <br /> <br />Councilmember Zimmerman also showed support of the recommendation. <br /> <br />Councilmember Anderson stated that the City needs to be comparable to other cities. <br /> <br />Councilmember Hendriksen suggested that the dedication be reviewed on an annual basis. <br /> <br />C) Recreation Districting: <br /> <br />Parks/Utilities Supervisor Boos stated that Staff is proposing a modification in the policy as <br />follows: <br /> <br />· 50% of new park dedication moneys would be retained in the respective district. <br />· 50% of the new park dedication moneys would be in a fund that could be used <br /> citywide for any park and trail projects. <br />· All park trust interest earnings would also be added back annually to the new fund. <br /> <br />City Administrator Norman noted that last year the Council discussed the item at length, but no <br />changes were made. <br /> <br />Councilmember Hendriksen stated that there are some areas where park dedication was received, <br />but the funding was used in other districts. <br /> <br />Parks/Utilities Supervisor Boos replied that the Recreation District system has only been in effect <br />since 1993. <br /> <br />City Council/September 21, 1999 <br /> Page 3 of 6 <br /> <br /> <br />
