Commissioner Johns explained that the reason for districting was to prevent situations like what <br />Councilmember Hendriksen referred to from happening. <br /> <br />Councilmember Connolly stated that it would be nice to see a park completed instead of doing <br />small pieces in different areas. <br /> <br />Commissioner Johns replied that they don't always have the funds available and that the City is <br />in such a growth phase that if they City does not grab the land now for parks and trails they will <br />not get the land in the future. <br /> <br />Councilmember Zimmennan questioned if the Park and Recreation Commission needed <br />direction from the Council. <br /> <br />Commissioner Johns stated that they would like some guidance from Council. <br /> <br />Councilmember Hendriksen stated that he feels the 50/50 split is a good compromise. <br /> <br />Councilmember Anderson stated that as the community grows there will be a lot of support for <br />fields and less for tot lots. <br /> <br />Direction from the Council was that a split of some sort would be a good compromise and that <br />district wide funds should go for district wide use. <br /> <br />D) Master Trail Plan: <br /> <br />Parks/Utilities Supervisor Boos explained that the master trail plan need was reviewed for a <br />number of months by the Park and Recreation Commission. The City has a moderate trail and <br />park plan, and they recognized there was a mechanism for funding parks, but not for trails. He <br />reviewed the Trott Brook trail corridor explaining that it would be very difficult to get funding or <br />approach residents on retaining land without a master trail plan. <br /> <br />Councilmember Connolly questioned how many miles of trails the City currently has. <br /> <br />Parks/Utilities Supervisor Boos explained that there are 17 existing 'miles and the master trail <br />plan would have a total 68 miles. He reviewed the documents that the City currently has. <br /> <br />Commissioner Johns stated that she feels very strongly about the completion of the master trail <br />plan. She explained that the City is in a growing period and they have an opportunity to make a <br />great trail system. The trail system would be safer for the kids, and a great benefit for the <br />community. It would allow a connection of all of the major things around the City and the only <br />way a trail system will be accomplished is by completing a Master Trail Plan. <br /> <br />City CounciI/September 21, 1999 <br /> Page 4 of 6 <br /> <br /> <br />
