Commissioner Rolfe stated that the trail ways are needed and a master trail plan is also needed to <br />get funding. The question is how to accomplish the plan with the big factor being the time to <br />complete the project. <br /> <br />Councihnember Hendriksen stated that if somebody had an example of what funding the City <br />might receive that they would otherwise loose out on if they had a master trail plan today, then <br />he would not be opposed to spending the money to complete the plan. He requested a list of <br />what funding the City would be going for and the amount of funding that would be available. <br /> <br />City Administrator Norman noted that the main source of funding is LCMR. <br /> <br />Councilmember Anderson questioned if SRF would be willing to do the completion stages of the <br />Master Trail Plan and then put their name on it without doing the background work. <br /> <br />Councihnember Hendriksen stated that if they are referring to significant grants they could <br />receive by having a master trail plan then $20,000 is not a lot of money to spend, but if no grants <br />are received then it is a lot of money. <br /> <br />Councilmember Anderson replied that they cannot guarantee grants. <br /> <br />Councihnember Hendriksen stated that he wants to know what grants the City will be going after <br />and what are the chances of success, and the potential gain because he does not want to see a <br />document sitting on the shelf. <br /> <br />Councilmember Connolly stated that if the main reason for the master trail plan is for funding the <br />Trott Brook Trail then the City should be talking to neighboring cities in regards to funding. <br /> <br />Commissioner Rolfe replied that a trail plan needs to start somewhere. <br /> <br />Councilmember Connolly inquired if there are any plans for having various surfaces. <br /> <br />Commissioner Rolfe replied that there are a lot of options for trails. <br /> <br />Councihnember Connolly stated that she would like to judge certain areas for the appropriate <br />surface to help reduce maintenance costs. <br /> <br />F) Other items: <br /> <br />Councilmember Anderson requested that Council and the Park and Recreation Commission have <br />improved communication. <br /> <br />Commissioner Johns replied that a work session occasionally would be beneficial. <br /> <br />City Council/September 21, 1999 <br /> Page 5 of 6 <br /> <br /> <br />
