Councilmember Anderson stated that the $7.50 per hour troubled her and, doesn't think the City <br />should be subsidizing companies and still having people in poverty. <br /> <br />Mayor Gamec stated that he would like to have new businesses come into the community. With <br />inflation rates and what is happening in the industry a lot of people "miss the boat" when they do <br />not look at the benefits, but sometimes benefits need to be cut to increase wages. The City needs <br />to stick with the policy, because it would be unfair to the other businesses that have been <br />requested to meet the guidelines. <br /> <br />Mark Nielsen stated that the opportunity to meet the goals is very strong. He explained that In- <br />Tech has been in business since 1991 and have yet been able to increase the amount the fee of <br />their product due to the competitiveness of their business. They understood the desire of the <br />Council to uphold the policy and will abide by that. <br /> <br />Motion by Councilmember Hendriksen, seconded by Councilmember Zimmerman, to authorize <br />the Mayor and City Administrator be authorized to execute certain legal documents relating to <br />the In-Tech Development. These documents are to be consistent with the intent of the project as <br />identified in the Council's original action(s) of May 11, 1999, business subsidy policy on this <br />subject, and are subject to the City Attorney's direction. In-Tech will also be required to meet a <br />$10.00 per hour wage requirement. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Hendriksen, Zimmerman, <br />Anderson, and Connolly. Voting No: None. <br /> <br />Case#I: <br /> <br />Public Itearing and Levy of Special Assessments for the 1999 Street <br />Maintenance Program <br /> <br />Mayor Gamec closed the regular portion of the City Council meeting at 8:11 p.m. in order to <br />conduct a public hearing. <br /> <br />Public Hearing <br /> <br />Mayor Gamec called the public hearing to order at 8:11. <br /> <br />Presentation <br /> <br />City Engineer Jankowski stated that the proposed 1999 Street Maintenance Program consisted of <br />eight individual projects. Project #99-08 was deleted, as it was determined that a storm sewer <br />project should be installed in the affected street, Juniper Ridge Drive. This project will be <br />proposed in the 2000 Street Maintenance Program. The remaining seven projects included three <br />crack fill/sealcoat projects covering 6.8 miles and four bituminous overlay projects covering 5.7 <br />miles of street. Because of favorable bid prices on crack filling and sealcoating, two projects <br />proposed for assessment were covered by developer escrows retained by the City for the purpose <br /> <br />City Council/September 28, 1999 <br /> Page 9 of 26 <br /> <br /> <br />
