Councilmember Hendriksen inquired in regards to the comments made by Mr. Zitzloff in regards <br />to security of the storage units. <br /> <br />Mr. Zitzloff explained that the current plan has been modified to include security measures with <br />a gate and security card access. <br /> <br />Motion by Mayor Garnet, seconded by Councilmember Anderson, to adopt Resolution #99-09- <br />~ adopting Findings of Fact #~ relating to Zitco's request for a conditional use permit for <br />self-service mini-storage units. <br /> <br />Further discussion: Consensus was reached that item #19 should be added to the Finding of Fact <br />making the approval contingent upon resolving the drainage issue. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Anderson, Connolly, Hendriksen, <br />and Zimmennan. Voting No: None. <br /> <br />Motion by Mayor Gamec, seconded by Councilmember Hendriksen, approve Zitco's request for <br />a conditional use permit for mini-storage units and adopt Resolution #99-09- declaring terms <br />of same contingent upon resolving the drainage issue. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Hendriksen, Anderson, Connolly, <br />and Zimmerman. Voting No: None. <br /> <br />Case #5: <br /> <br />Request for Site Plan Approval of Zitco Building; Case of Lowell Zitzloff- <br />Part C <br /> <br />Zoning Administrator Frolik stated that Lowell Zitzloff is seeking site plan review to develop a <br />26,096 square foot multi-tenant retail building and self-service mini-storage units at 6111 <br />Highway #10. The site is zoned B-3 Highway Business and retail is a permitted use in the <br />district. The proposal for some mini-storage units on the property will require a condition use <br />permit because that is not a generally permitted use in any zoning district in Ramsey. The size of <br />the main building is 24,296 square feet and it is proposed to house retail units and some mini- <br />storage units. The size of the accessory building is 1,800 square feet and it is proposed to house <br />additional mini-storage units. The total building space on the property is proposed to be 26,096 <br />square feet which is in compliance with the 35% lot coverage restriction. The exterior of the <br />building is proposed to consist of rock face block, which complies with City Code architectural <br />standards. The structure meets all setback requirements except in the rear yard. The applicant <br />applied for and received a variance from the Board of Adjustment to encroach on the rear yard <br />setback. The driveway and off-street parking areas will be paved and finished with B-612 <br />curbing. The plat for Guy Addition provided two accesses to Highway #10 for the four lots. <br />According to the plat of Guy Addition, the Zitzloff property is supposed to access Highway #10 <br />via a 30 foot easement in the southwest comer of the adjacent lot to the east (Lot 3).
