Mr. Zitzloff stated that he would be willing to give the City a bond and if the City was unable to <br />complete the project he would be willing to take care of the drainage on his own property. <br /> <br />Councihnember Hendriksen inquired if the City is permitted to allow the property owner to build <br />under the State Statue 444 process. <br /> <br />City Attorney Goodrich stated that City should include Zitco's cost in the Development <br />Agreement and that would pay for his portion of the project. He recommended that Mr. Zitzloff <br />not beginning construction until the drainage project gets started. <br /> <br />Mr. Zitzloff inquired if he could construct the front portion of the project this year and then <br />complete the storage facility when the drainage project is completed. <br /> <br />Councilmember Hendriksen stated that the project should be assessed under Minnesota State <br />Statue 444 and that a feasibility study including the sizing of the pipe should be prepared by <br />Staff, and the building be constructed in two phases. <br /> <br />City Attorney Goodrich stated that the City should escrow money for his share of the <br />improvement project. <br /> <br />Motion by Councilmember Hendriksen, seconded by Councilmember Anderson, to direct Staff <br />to schedule a public hearing and prepare a feasibility study for providing drainage to the <br />Highway #10 area. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Hendriksen, Anderson, Connolly, <br />and Zimrnerrnan. Voting No: None. <br /> <br />Case #4: <br /> <br />Request for a Conditional Use Permit for Self-Service Mini-Storage Units in <br />the Commercial District; Case of Zitco, Inc. - Part B <br /> <br />Zoning Administrator Frolik stated that on August 19, 1999 the City received an application <br />from Zitco, Inc. for a conditional use permit to construct and operate self-service mini-storage <br />units at 6111 Highway #10 Northwest. Zitco is proposing to construct a multi-tennant retail <br />building on Highway #10 and a portion of the building is proposed to be designed with self- <br />service mini-storage units. They are also proposing to house some additional self-service <br />storage units in an accessory building on the site. City Code does not permit self-service mini- <br />storage in any district and a conditional use permit is required. The development plan, including <br />the mini-storage units, complies with the 35% lot coverage restriction. The building exterior is <br />proposed to consist of rock face block which is in accordance with architectural standards <br />established in City Code. <br /> <br />City Council/October 12, 1999 <br /> Pagellof25 <br /> <br /> <br />
