CASE # 5 <br /> <br /> REQUEST FOR SITE PLAN REVIEW; CASE OF LORD OF LIFE CHURCH <br /> By: Zoning Administrator Sylvia Frolik <br />Background: <br /> <br />Lord of Life church is proposing an expansion to their building at 14501 Nowthen Boulevard <br />NW (County State Aid Highway No. 5). The following items are enclosed for your information: <br /> <br />a) <br />b) <br />c) <br /> <br />Site location map <br />Site plan <br />City Staff review letter dated November 2, 1999 <br /> <br />Notification: <br /> <br />Site Plans are not required to be subjected to public heatings. <br /> <br />Observations: <br /> <br />The site plan proposes a 35,206 square foot Multi-Purpose Room and a 7,276 square foot <br />Alternate A-1 youth room to the current 23,194 square foot facility, for a total of 65,676 square <br />feet. Lot coverage is restricted to 35% and the expanded building equates to a lot coverage of <br />4%. The new parking area is being drained to an existing detention basin adjacent to County <br />State Aid Highway No. 5. The plan is being reviewed by the Lower Rum River Watershed <br />Management Organization. <br /> <br />The site currently has 373 parking stalls. The parking plan proposes to add 86 stalls for a total of <br />453 parking spaces. City Code requires one parking stall for every three seats or each five feet of <br />pew in churches. There are currently 500 seats in the sanctuary, which requires 167 stalls. The <br />Multi-Purpose Room will be 17,000 square feet and the plan proposes to provide 1 stall for every <br />100 square feet. This formula is acceptable to City staff. The overall addition with Alternative <br />A-1 is 42,482 square feet. At the highest formula for calculating parking the code requires 1 <br />space per 200 square feet. In this case that would require 212 additional stalls. (167 + 212 = 379 <br />required, 453 provided). <br /> <br />In accordance with City Code, the parking area will be paved with bituminous and finished with <br />B-612 concrete curb, except areas on the west and north side of the parking lot addition. In those <br />areas the plan proposes to use bituminous curbing in anticipation of future expansion of the <br />parking area. Also, if Alternative A-1 is not constructed at this time, the plan proposes to use <br />bituminous curbing around that area in anticipation of future construction. <br /> <br />Staff has determined that since there are may existing trees on the property which adequately <br />screen the church expansion from the surrounding residential properties, no additional screening <br />is required. <br /> <br /> <br />
