5.09.03 Dog Regulations. <br /> Subd. 1. Definitions. <br /> <br /> Boarding shall mean providing for the care, shelter, or feeding of dog(s), not <br />owned by the owner or occupant of the premises where said dog(s) are kept, for any period <br />exceeding 12 contiguous hours. <br /> <br /> Dangerous Dog shall mean and include: <br /> <br /> 1. Any dog with a known propensity, tendency or disposition to attack <br /> unprovoked, to cause injury or to otherwise endanger the safety of <br /> human beings or domestic animals; or <br /> <br /> 2. Any dog which attacks a human being or domestic animal without <br /> provocation; or <br /> <br /> 3. Any dog owned or harbored primarily or in part for the purpose of dog <br /> fighting or any dog trained for dog fighting. <br /> <br /> shall mean any male or female of the canine species. ~ <br /> <br />Dog <br /> <br /> Do~ Owner shall mean the license holder or any other person or persons, firm, <br />association, or corporation owning, keeping or harboring a dog. Any person keeping or <br />harboring a dog for five consecutive days shall, for the purposes of this section, be deemed an <br />owner. <br /> <br /> Kennel, Commercial is a place where boarding and/or training is offered to any <br />number of dogs .not. owned by the owner or occupant of the premises. Such boarding and/or <br />training may also include but is not limited to related uses such as selling, breeding, showing, <br />treating or grooming. Pet shops., veterinary_ clinics, and pet grooming facilities are considered <br />commercial uses but shall not be defined as commercial kennels. A conditional use permit is <br /> <br />.required in any district where commercial dog kennels are not specifically identified as a <br />permitted use. <br /> <br /> Kennel, Private is a place where a dog owner keeps three (3) or more dogs over <br />six (6) months of age on property occupied by the dog owner for residential purposes and where <br />the keeping of such dogs is incidental to the occupancy of the premises, and may include <br />breeding and selling of dogs as a hobby. An Administrative Kennel License is required for three <br />(3) dogs and a Conditional Use Permit is required for four (4) or more dogs. <br /> <br /> Running at large shall mean any dog which is not either: <br /> 1. Effectively contained on private property; or <br /> <br /> 2. Effectively restrained, by chain or leash, to private property with the <br /> consent of the property owner; or <br /> <br /> 3. Effectively restrained by a chain or leash not to exceed 6 feet in <br /> length; or <br /> <br /> 4. Under the voice control of its owner. <br /> <br /> Subd. 2. Number of Dogs Permitted. On a parcel or series of contiguous <br /> parcels under the same ownership or occupancy as the dog owner, no more than <br /> <br />¥/ <br /> <br /> <br />
