ORDINANCE #99-XX <br /> <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />AN AMENDMENT TO CHAPTER 5 OF THE CITY CODE WHICH IS KNOWN AS <br />THE MUNICIPAL REGULATIONS CHAPTER. <br /> <br />AN ORDINANCE AMENDING SECTION 5.09.03 OF CHAPTER 5 OF THE CITY <br />CODE REGULATING DOGS. <br /> <br />The City of Ramsey Ordains: <br /> <br />SECTION 1. AUTHORITY <br /> <br />This ordinance .is adopted pursuant to and under the authority of the Charter of the City of <br />Ramsey. <br /> <br />SECTION 2. AMENDMENT <br /> <br />Section 5.09.03, entitled "Dog RegulationsY' shall be amended as follows: <br /> <br />Subd. 1. Definitions <br /> <br />Add: "Boarding" shall mean providing for the care, shelter, or feeding of dog(s), not <br />owned by the owner or occupant of the premises where said dog(s) are kept, for any <br />period exceeding 6 contiguous hours. <br /> <br />Amend "Dog" to read as follows: "Dog" shall mean any male or female of the canine <br />species. <br /> <br />Amend "Owner" to read as follows: "Dog Owner" shall mean the license holder or <br />any other person or persons, firm, association, or corporation owning, keeping or <br />harboring a dog. Any person keeping or harboring a dog for five consecutive days shall, <br />for the purposes of this section, be deemed an owner. <br /> <br />Add: "Kennel, Commercial" is a place where boarding and/or training is offered to <br />any number of dogs not owned by the owner or occupant of the premises. Such boarding <br />and /or training may also include but is not limited to related uses such as selling, <br />breeding, showing, treating or grooming. Pet shops and veterinary clinics shall not be <br />defined as commercial kennels. A conditional use permit is required in any district where <br />commercial dog kennels are not specifically identified as a permitted use. <br /> <br />Add: "Kennel, Private" is a place where a dog owner keeps three (3) or more dogs <br />over six (6) months of age on property occupied by the dog owner for residential <br />purposes and where the keeping of such dogs is incidental to the occupancy of the <br />premises, and may include breeding and selling of dogs as a hobby. An Administrative <br />Kennel License is required for three (3) dogs and a Conditional Use Permit is required for <br />four (4) or more dogs. <br /> <br />Insert the following and renumber all subsequent subdivisions accordingly: "Subd. <br />2. Number of Dogs Permitted. On a parcel or series of contiguous parcels under the <br />same ownership or occupancy as the dog owner, no more than two (2) dogs are permitted. <br /> <br /> <br />
