An Administrative Kennel License may be obtained from the City to maintain three (3) <br />dogs on a property contingent upon payment of a fee in mount established by City <br />Council resolution and meeting the following criiteria: <br /> <br />a) <br />b) <br /> <br />c) <br /> <br />d) <br /> <br />e) <br /> <br />All dogs are currently licensed by the City; <br />Appropriate measures, as determined by the City, have been taken to <br />prevent dogs from running at large; <br />Kennel structures (dog houses and/or fenced runs) are located at least 10 <br />feet from any abutting property line. Fenced yards shall not be considered <br />fenced runs; <br />An appropriate plan, as determined by the City, is in place for removal of <br />excrement from the yard on a regular basis; <br />No nuisance complaints have been received at the City within the previous <br />twenty-four (24) months relating to the dogs being kept on the property. <br /> <br />Administrative kennel licenses may be denied or revoked by the City Administrator or <br />his/her designee for cause including unsanitary facilities, keeping more dogs than the <br />license authorizes, keeping unlicensed dogs, allowing dogs to run at large or other <br />nuisance complaints. Kennel licenses expire biennially on the same date as the most <br />recent rabies vaccination. Biennial renewal applications are due 30 days before the <br />expiration date. <br /> <br />A Conditional Use Permit is required for four (4) or more dogs. <br /> <br />Amend Subd. 4 "Licensing" to read as follows: All dogs kept, harbored, or <br />maintained in the City shall be licensed and registered. Applications for license shall be <br />made to the Administrator upon forms provided by the Administrator. Said application <br />shall require the owner, among other information required by the Administrator, to <br />supply the name, age, predominant breed, sex, color and markings of each dog sought to <br />be licensed. In addition, when the applicant or owner has been convicted of violation of <br />Subd. 16 relative to the dog sought to be licensed, the application shall require proof of <br />public liability insurance in the minimum amount of $300,000.00. Upon submission of <br />the application and a certificate evidencing compliance with the terms and provisions of <br />Subd. 5, relating to vaccination for rabies and upon payment of a fee as established by <br />City Council resolution, the Administrator or his or her designee shall issue a license. <br />Said license shall expire two years from the date of the most recent rabies vaccination. <br /> <br />SECTION 3. SUMMARY <br /> <br />The following is the official summary of Ordinance 99-__, which has been approved by the City <br />Council of the City of Ramsey as clearly informing the public of the intent and effect of the <br />ordinance. <br /> <br />Section 5.09.03 (Dog Regulations) shall be amended to provide the opportunity for <br />administrative kennel licenses to keep 3 dogs on a property, and amend or add definitions for <br />commercial dog kennel, private dog kennels, boarding; dog, and dog owner. <br /> <br />SECTION 4. EFFECTIVE DATE <br /> <br />The effective date of this Ordinance is thirty (30) days after its passage and publication, subject <br />to City Charter Section 5.07. <br /> <br />PASSED by the City Council of the City of Ramsey, Minnesota this the __ <br /> ., 1999. <br /> <br />day of <br /> <br /> <br />
