3~rm,ember 923, December 18, 1998 Draft <br /> <br />10. <br /> <br />11. <br /> <br />12. <br /> <br />Encourage and facilitate cooperation and communication with neighboring cities (particularly <br />Anoka and Elk River) regarding economic development within the Highway 10 Corridor and <br />minimize efforts to lure businesses from adjacent Cities. <br /> <br />Ensure that adequate public utility and infrastructure (sewer and water) serves all future <br />commercial and industrial development. <br /> <br />Pursue ways to streamline the development approval process. <br /> <br />Nurture, encourage and promote small and start up businesses. <br /> <br />Encourage and support innovation in the areas of information technology (such as <br />Geographic Information System) to assist informed decision making capabilities of EDC and <br />EDA. <br /> <br />Economic Development Strategies <br /> <br />The City of Ramsey has a limited (and rapidly dwindling) supply of vacant land for industrial <br />development within the 2000 MUSA area. A good portion of undeveloped land lies directly <br />south of the closed landfill, which is a significant obstacle to future development and <br />marketability. On the other hand, there is an abundant supply of vacant land west of Ramsey <br />Boulevard beyond the 2000 MUSA that is flat and relatively easy to develop with the extension <br />of urban services (i.e. highly marketable). The future land use plan reserves a portion of this area <br />for future places to work that would consist of industrial and office warehouse type uses. <br />Another portion is reserved for the future Town Center, a mixed-use development. Further <br />opportunity exists for redevelopment of underutilized and blighted lands within the existing <br />MUSA. <br /> <br />The following strategies will assist the City in achieving the economic development goals <br />established by this plan: <br /> <br />Business Retention: Work with major employers (and small employers depending on <br />available resources) to assist with space planning needs, buffering uses, environmental clean <br />up, expansion of facilities, labor and training needs, public transit needs). Retaining Ramsey <br />employers (and employees) should be a high priority for use of public financial assistance <br />such as tax increment f'mancing. <br /> <br />Communication: Open up dialogue between City officials and business owners to ensure <br />needs are being met. Continue to acknowledge business owners through the Ramsey <br />Business Appreciation Day. Create a networking meeting with neighboring.communities to <br />fred out what issues adjacent communities are struggling with and how communities can <br />work together to obtain similar goals. <br /> <br />Education: Participate in professional organizations such as National Association of <br />Industrial and Office Properties (NIAOP), Economic Development Association of Minnesota <br />(EDAM), Department of Trade and Economic Development (DTED), etc.., to remain <br />educated on current market conditions and development tools and to market the City of <br />Ramsey to professional real estate brokers and developers. <br /> <br />City of J~amsey Comprehensive ,Plan <br /> <br />Page 117 <br /> <br /> <br />
