PACT Charter School - Site Plan <br />September 12, 2003 <br />Page 6 of 8 <br /> <br />Waste Storage: Cio/ Code requires that ail solid waste and refuse receptacles be stored within a <br />completely screened structure or container. The site plan shows a screened trash enclosure attached to <br />the southern portion of the building. <br /> <br />Off-Street ParMng Spaces Required: The proposed Town Center Zoning Code does not <br />specifically call out parking requirements tbr educational facilities, nor does the regular CiU Code. <br />Generally speaking, on-site parking is discouraged in .the Town Center development. Sharing of <br />parlcing areas is also encouraged. The sire plan shows 152 parking spaces. With 560 students, that is a <br />ratio of one parking stall for every 3.7 students. On a square foot basis, there is one space ibr every <br />463 square feet. The parking and maneuvering plan contained in the submitted narrative seems well <br />thought out and appears to reduce potential pedestrian/auto/bus interaction. Staff feels that the parking <br />plan is acceptable and the number of parking spaces is also approphate. Staff., however, wants to be <br />make sure that the western parking lot is reviewed to make sure the visual impact from the street is <br />reduced. Staff also feels that there needs to be an agreement with the City regarding the shared use of <br />the western parking lot for activities occurr/ng in the park to the west of Peridot St. Finally, please <br />provide Staff with a plan tbr school special event parking, There may be some opportunities to share <br />some parking with the future commercial use to the south. <br /> <br />Lighting: Please provide the City. with derails regarding the lighting that will be on the building and <br />located in the parking [or ~br review. City. standards require that the luminaire (light source) must not <br />be visible from beyond the prope~ line. The applicant should submit shop drawings of the lighting <br />fixtures ~br review and approval by the City' Engineer. <br /> <br />40 <br /> <br />Drainage and Grading: The City has received ~ading and drainage plans and finds it generally <br />acceptable subject to the following comments: <br /> <br />The grading plan Lbr the Ramsey Town Center project anticipated that drainage of the PACT <br />Charter School would be split between the nmxheast half and the southwest halt' of the lot. The <br />site plan indicates that ail of the drainage is being routed north of the storm sewer system <br />located in East Ramsey Parkway. Please revise. <br /> <br />According to the calculations that were submitted for the regional storm water system for the <br />Ramsey Town Center project, the tailwater elevation for the storm water system in East Ramsey <br />Parkway for the 10-year storm is 865.~0. This would result in ponded water in the eastern <br />parking lot with the elevations that are proposed. Coordination wffh Polaris Group, the Ramsey <br />Town Center storm water designer, must occur to accommodate this request. <br /> <br />Access: The site proposes an access from Ramsey Parkway and two accesses from Peridot St. NW. <br />The Ramsey Parkway is the entrance to the "front door" of the school. This entrance will mostly be <br />utilized by school buses and school staff. The buses will enter from Ramsey Parkway and drive around <br />the buildiflg to the eastern side of the building to the designated drop-off area. The parking area ro the <br />-east of the drop-off area will be tbr staff parking. The buses will exit from the southwest entrance <br />onto Peridol St. Parents dropping off children wilt enter from the southwest access to Peridot St. and <br /> <br /> <br />
