PACT Charter School - Site Plan <br />September 12, 20{)3 <br />Page 7 of 8 . <br /> <br />utilize the car drop-off area on the western side of the building and then exit using the northwest exit <br />onto Peridot St. The traffic circulation plan is acceptable to the City, however East P,,amsey Parkway is <br />anticipated in a future phase of the RTC project. Provisions will be necessary to require access only on <br />Peridot St. until East Ramsey Parkway is constructed. It should also noted that East Ramsey Parkway <br />is a combination of two one-way streets. Access to Peridot St. from westbound East Ramsey Parkway <br />will not be permitted. <br /> <br />Pedestrian ,Y/Iovement: The project narrative describes a crosswalk across Peridot St. near the <br />southeast corner of the site. Staff recommends that this crosswalk would be safer located at the <br />anticipated stop condition at the intersection of Peridot St. NW and East Ramse7 parkway. <br /> <br />Storm Water Management Fee: The City has enacted a Stormwater Management Fee and the current <br />rate is Three Thousand Seven Hundred Forty One Dollars ($3,741.00) per acre. The amount Of <br />Stormwater Management Fee due on The .5<.35-acre parcel is Twenty Thousand Fourteen Dollars <br />($21),1} 14. Ii0). A cash payment will be required prior to The City. issuing a Building Permit. <br /> -. <br />Sewer and Water Trunk Fees: Sewer Trunk charges within the City of Ramsey are $3,103.00 per <br />acre and Water Trunk Charges are $6909.00 per acre. Therefore, sewer and water trunk charges total <br />$10,012.00 per acre. The amount of Sewer and Water Tm, ink Fees due on the 5.35 acres is Fishy-Three <br />Thousand FNe-Hundred Sixty-Four Dollars. ($53,564.00). <br /> <br />REU Number: The REU number tbr this project has been determined to be 19.21. A quarterJ, y charge <br />of $484.09 will be charged per quarter: <br /> <br />Park Located West of Peridot St. NW: it is Staff's understanding that the proposed park west of <br />Peridot St. NW, will be used by the school on a daily basis throughout the school year. Please provide <br />the City with additional information regarding the use of the park. As this is proposed to be a City, <br />Park, staff wants to review the use of the park to ensure that the park can fulfill other park <br />programming needs for the City. <br /> <br />Development Agreement: As part of the approval by City Council, the applicant will need to enter <br />into' a development agreement with City. This a~eement, among other things, will incorporate <br />relevant i'tems fi-om the Master Development A~eement with Ramsey Town Center LLC that will be <br />obligations tbr the PACT Charter School. The Development AgTeement will also enumerate the <br />financial sureties needed by the City to allow construction of the project. <br /> <br />Commencement of Construction: As is apparent from the review of the Site Plan, many of the tools <br />governing the development of the Town Center have not been implemented. At a.mimmum, the <br />~bllowing things must occur prior to the City releasing a gading, ~botings and foundation permit: <br />F~nal Plat approval of Town Center, Ramsey Town Center LLC and the City entering into a <br />Development Agreement, the City and PACT Charter School entering into a Development Agreement, <br />and the appropriate securities and fees have been paid. For additional work to commence, the Town <br />· Center Zoning District must be approved, the Town Center Development Guidelines adopted, and the <br /> <br />41 <br /> <br /> <br />
