If the Council does decide to send the issue to the Charter <br />Commission and it comes back to the Council and Council is unable to pass it unanimously the <br />Council could choose to send the issue to the voters, which would probably be premature process <br />a year before the next election. If they are going to take the election route they may want to wait <br />until after the first of the year. <br /> <br />Councilmember Strommen stated that what spurred a lot of this discussion was attendance <br />problems on the Planning Commission so maybe they should try and work on the attendance <br />problems before they look at amending the Charter. <br /> <br />Councilmember Kurak replied that it was not just an attendance issue. They currently have a <br />resignation on the Planning Commission by a member that gave no notice so they are sitting with <br />a vacated seat during a very busy time. <br /> <br />Councilmember Cook noted that the change would apply for all Commissions and the Chair from <br />the Park Commission approached him who has a similar issue. He personally had talked to the <br />Chairs of both Park and Planning and both expressed that they need a route to fill the vacancy <br />more efficiently if they have someone that is not attending meetings. <br /> <br />Councilmember Elvig inquired if it would make sense to meet with the Commission Chairs to <br />discuss their concerns. <br /> <br />Councihnember Strommen agreed that there was a scheduling issue with the Ramsey Resident, <br />but it is the one thing that goes to every Ramsey resident and they need to make sure that <br />everyone is getting equal access. <br /> <br />City Attorney Goodrich noted that the Charter states that the Ramsey Resident has to be issued <br />six times a year. <br /> <br />Motion by Councilmember Cook, seconded by Councilmember Elvig, to table action. <br /> <br />Further discussion: Councilmember Elvig inquired as to what the next step would be. <br />Councihnember Cook replied that nothing further would happen on the issue. Councilmember <br />Elvig inquired if it was an issue they should send to the residents for them to decide. Consensus <br />of the Council was to not forward the issue to an election. Councilmember Elvig stated that this <br />was the first time they had really looked at the issue and he was interested in discussing the issue <br />fi~rther. Councilmember Strommen recommended that the Council discuss the issue with the <br />Commission Chair's. Keith Kieffer, EDA, suggested that the Council meet with the Chairs of <br />each of the Commissions and set it as a potential item on the Charter Commission since they do <br />not meet real frequently. The Charter Commission would probably discuss the issue throughout <br />two meetings, which would mean that it would not get back to the Council until January. If the <br />Council does not unanimously approve an item he thought they had to start the process in <br />February if it is going to be sent to the people. City Attorney Goodrich noted that the only time <br />there is a required election is when it is petitioned by the voters. The time requirement to have <br />an item placed on the ballot is 120 days before the election date.
