that they currently have a vacancy on the Planning Commission and inquired as to how long it <br />was going to take to fill the vacancy under the current policy. Human Resources Manager Reed <br />replied that staff was able to get a notice in the Ramsey Resident right away, which set a deadline <br />of September 15th. <br /> <br />Motion carried. Voting Yes: Vice Mayor Zimmerman, and Councilmembers Cook, Elvig, <br />Pearson, and Strommen. Voting No: Councilmember Kurak. <br /> <br />Human Resources Manager Reed explained that the second issue the Personnel Committee <br />discussed had to do with the attendance policy on Boards and Commissions. The Personnel <br />Committee recommended that upon three absences within a six-month period the Council could <br />consider whether the person should be removed from the Commission. <br /> <br />Councilmember Cook stated that the Personnel Committee recommended that language be <br />amended in the current policy to state that if there are three absences within a six months time <br />frame they relinquish their seat. <br /> <br />Councihnember Zimmerman inquired if they would not take into consideration funerals, illness, <br />etc. <br /> <br />Councihnember Cook replied that the problem is that someone has to decide what is excused and <br />what is not excused. <br /> <br />Councilmember Elvig stated that he thought the rationale was real solid and agreed that is <br />difficult to embrace one excuse over another. Potentially he would look for the input of the <br />Chairperson before the final decision would be made. <br /> <br />Councihnember Cook replied that the reason that language was not included is because it allows <br />for ambiguity. <br /> <br />City Attorney Goodrich suggested that they distinguish between regular meetings and special <br />meetings in the policy. <br /> <br />The Council agreed. <br /> <br />Motion by Councilmember Elvig, seconded by Councilmember Pearson, to ratify the <br />recommendation of the Personnel Committee to amend the attendance policy to state that if there <br />are three absences from regularly scheduled meetings within a six months time frame the Board <br />or Commission member relinquishes their seat. <br /> <br />Motion carried. Voting Yes: Vice Mayor Zimmerman, and Councilmembers Elvig, Pearson, <br />Cook, Kurak, and Strommen.
