Councihnember Kurak replied that she felt that any budget discussion should include the entire <br />City Council not only the Finance Committee. <br /> <br />Councilmember Zimmerman noted that he felt that they should have started the budget process a <br />lot sooner. <br /> <br />Motion by Councilmember Kurak, seconded by Councilmember Cook, to adopt Resolution #03- <br />09-244 adopting the "Proposed" 2004 General Fund Budget and to direct staff to schedule two to <br />four meetings to review the budget with the entire City Council. <br /> <br />Motion carried. Voting Yes: Councilmembers Kurak, Cook, Elvig, Pearson, and Strommen. <br />Voting No: Vice Mayor Zimmerman. <br /> <br />4) Design Phase for Alpine Park's Playground Project <br />The Finance Committee recommended that the City Council authorize $16,000 of Park Trust <br />Funds for the Design and Development phase of Alpine Park's playground proj eot. <br /> <br />Councilmember Elvig noted that the Committee did discuss the maintenance requirements that <br />would be involved and asked that when the plans and specifications are brought forward they <br />include possible maintenance costs. <br /> <br />Director of Public Work/Fire Chief Kapler stated that with this project staff did not believe <br />maintenance costs would kick in until 2005. <br /> <br />Motion by Councilmember Elvig, seconded by Councilmember Strommen, to ratify the <br />recommendation of the Finance Committee. <br /> <br />Motion carried. Voting Yes: Vice Mayor Zimmerman, and Councilmembers Elvig, Strommen, <br />Cook, Kurak, and Pearson. Voting No: None. <br /> <br />5) Resurface River's Bend and Titterud Park's Tennis Courts <br />The 'Finance Committee recommended that the City Council adopt Resolution #03-09-245 <br />awarding contract for bituminous tennis court construction for River's Bend and Titterud Park to <br />Dermco-LaVine Construction as the lowest responsible bidder. <br /> <br />Motion by Councilmember Elvig, seconded by Councilmember Cook, to ratify the <br />recommendation of the Finance Committee. <br /> <br />Motion carried. Voting Yes: Vice Mayor Zimmerman, and Councilmembers Elvig, Cook, <br />Kurak, Pearson, and Strommen.
