code measures height from the mean ground elevation to the mean gable height, and not to the <br />peak, as was previously the case. The mean gable height for this unit is 34 feet. Therefore, a <br />variance is not technically needed since the unit meets City Code. However, the new building <br />does show a third floor, as well as 2nd story porch and a different entrance. Therefore, Shadetree <br />Construction needed a revised site plan approved by the City of Ramsey. Staff reviewed the <br />revised elevations and floor plans and finds them acceptable. Shadetree was requesting that all <br />16-units (Lots 5-20, Block 2, Alpine Meadows) be allowed to be built to the style shown on the <br />plans. The units exceed the minimum floor space requirements and meet the exterior material <br />requirements for the R-2 Medium Density Zoning District. The Planning Commission reviewed <br />the revised site plan at their September 4, 2003 meeting and recommended approval subject to <br />compliance with City Staff Review Letter dated August 29, 2003. Staff recommended site plan <br />approval contingent upon compliance with City Staff Review Letter dated August 29, 2003. <br /> <br />Councilmember Cook inquired if the aerial ladder truck could adequately serve the units. <br /> <br />Director of Public Works/Fire ChiefKapler replied absolutely. <br /> <br />Councihnember Elvig stated that he appreciated that staff noticed the deviation in plans. He <br />questioned the rationale for the deviation. <br /> <br />Assistant Community Development Director Trudgeon explained that the developer has <br />indicated that in looking at the market the new units were more desirable. <br /> <br />Mark Strandlund, Eighty Seven, LLC, explained that they changed the design of the unit after the <br />first units were constructed because people wanted larger units. They had thought that as long as <br />the new units fit within the original foot print they did not need to come back to the Council. <br /> <br />Councilmember Elvig stated that he did like the look of the new building. He inquired if there <br />was anything that could be done to improve the look from T.H. #47. <br /> <br />Assistant Community Development Director Trudgeon stated that they still would have seen the <br />units quite significantly along T.H #47. He noted that he did talk to Mr. Kempf, the adjoining <br />property owner, who had concerns about the second level deck, but Mr. Kempf is comfortable <br />with the units after looking at the measurements. <br /> <br />Councihnember Elvig questioned the height of the ACCAP units. <br /> <br />Assistant Community Development Director Trndgeon replied that he thought the ACCAP units <br />were 42 feet high. <br /> <br />Councilmember Cook stated that if adding 5 ½ feet to the units will give them a better product he <br />did not have a problem with the change. <br /> <br />City Council/September 9, 2003 <br /> Page 6 of 16 <br /> <br /> <br />
