Motion by Councilmember Pearson, seconded by Couneilmember Cook, to approve the revised <br />site plan for Alpine Meadows contingent upon compliance with City staff review letter dated <br />August 29, 2003. <br /> <br />Motion carried. Voting Yes: Vice Mayor Zimmerman, and Councilmembers Pearson, Cook, <br />Elvig, Kurak, and Strommen. Voting No: None. <br /> <br />Case #3: <br /> <br />Request for Grading Plan Approval for Town Center Gardens; Case of <br />Brightkeys Development Corporation <br /> <br />Assistant Community Development Director Trudgeon stated that Brightkeys Development <br />Corporation has submitted a final grading plan for approval by the City for their Town Center <br />Gardens townhome development. The property is generally located in the northwest comer of <br />C.R. #56 (Ramsey Boulevard) and C.R. #116 (Industry Boulevard). The total development site <br />consists of 51.9 l acres and Brightkeys is proposing to develop a first phase of 152 townhomes on <br />23.1 2 net acres. The City Council has previously approved the preliminary plat on July 22, 2003 <br />subject to City staff review comments. Brightkeys would like to commence grading prior to <br />approval of the final plat due to the time of year. <br /> <br />Staff had reviewed the Grading Plan and found it acceptable subject to the comments contained <br />in the Engineer Comments dated September 4, 2003. The developer has indicated a desire to <br />scale back the number of units for his final plat application. With the absence of that submittal, <br />staff felt that it was appropriate to leave the number of units in the development agreement so <br />that it coincided with the most recent submittal. Upon submittal of the final plat application, the <br />Development Agreement will need to be modified to reflect the changes and resubmitted for City <br />Council approval. <br /> <br />Councihnember Elvig inquired if the Council allows the developer to proceed with grading will <br />they be going down a journey that they can't turn back if they find some problems during final <br />plat approval. <br /> <br />Assistant Community Development Director Tmdgeon replied that they cannot guarantee the <br />developer that the Council may not require a change that may impact the development. <br /> <br />Councihnember Elvig stated that he wanted that issue presented to the developer. <br /> <br />Phil Dohmer, Brightkeys, replied that he thought that risk was minimal especially since the <br />Council is to review the final plat on September 23rd. He noted that they did not intend on <br />deviating from the preliminary plat. <br /> <br />Councihnember Zimmennan inquired if there was enough capacity in the area of C.R. #116 and <br />C.R. #56 to store service water in the area. <br /> <br />Mr. Dohmer replied that they currently have the capacity to handle back to back 100 year storms. <br /> <br />City Council/September 9, 2003 <br /> Page 7 of 16 <br /> <br /> <br />
