Motion by Councilmember Elvig, seconded by Couneilmember Cook, to approve the final <br />grading plan for Town Center Gardens contingent upon satisfying the City Engineer comments <br />dated September 4, 2003 on page 185 of the agenda. <br /> <br />Motion carried. Voting Yes: Vice Mayor Zimmerman, and Councilmembers Elvig, Cook, <br />Kurak, Pearson, and Strommen. Voting No: None. <br /> <br />Motion by Councilmember Elvig, seconded by Councilmember Cook, to allow the Developer to <br />commence grading activities once the following obligations are satisfied: 1) Approval of the <br />Final Grading Plan; 2) The Developer entering into a Development Agreement with the City of <br />Ramsey; 3) The Developer posting a Letter of Credit in the amount of 125 percent of the cost of <br />the grading work; 4) The Developer depositing cash for City inspections; 5) The Developer <br />providing the City a copy of the Lower Rum River Watershed Management Organization permit; <br />and 6) The Developer and City holding a pre-construction meeting, noting that the Council has <br />had discussions with the Developer that there may be some costs incurred by the Developer by <br />prematurely grading the site that they may not yet be aware of. <br /> <br />Motion carried. Voting Yes: Vice Mayor Zimmerman, and Councilmembers Elvig, Cook, <br />Kurak, Pearson, and Strommen. Voting No: None. <br /> <br />Case #4: Report from the Public Works Committee <br /> <br />The Public Works Committee met on August 26, 2003 and discussed the following five cases: <br /> <br />1) Consider Traffic Control Changes along Riverdale Drive <br />The Public Works Committee recommended to the City Council that the yield signs on Ebony <br />and Dolomite be replaced with stop signs, that a stop sign be placed on the south leg of the <br />Garnet/Riverdale intersection and to recommend that a two-way stop be placed at the intersection <br />of Feldspar and Riverdale Drive going northbound and westbound. <br /> <br />Councihnember Zimmerman noted that he was concerned about the sharp curve at Feldspar and <br />Riverdale, which may be an issue they want to address in the future. <br /> <br />Motion by Vice Mayor Zimmerman, seconded by Councilmember Cook, to ratify the <br />recommendations of the Public Works Committee. <br /> <br />Motion carried. Voting Yes: Vice Mayor Zimmerman, and Councilmembers Cook, Elvig, <br />Kurak, Pearson, and Strommen. Voting No: None. <br /> <br />2) Consider Request by Northfork Homeowners Association for Speed Limit Signs <br />The Public Works Committee recommended to the City Council that staff work with the <br />Northfork Homeowners Association to focus speed enforcement to times and locations identified <br />by the association as problematic, and to place the speed traffic trailer at locations specified in <br />the July 9, 2003 Association letter. <br /> <br />City Council/September 9, 2003 <br /> Page 8 of 16 <br /> <br /> <br />
