Rise, Incorporated <br />City of Ramsey Community Development Block Grant Funding Request 1998 <br /> <br />Goals and Programs <br /> <br />Rise is a private, nonprofit 501(c)(3) corporation established in 1971 to support people with <br />disabilities in attaining their personal measure of vocational achievement, self-sufficiency, and <br />belonging in their communities. Rise is dedicated to building a community which is more <br />accepting of its citizens. Rise supports the development of creative partnerships with businesses, <br />governmental agencies, and the general public, to meet this objective. <br /> <br />Rise provides job training, employment, transitional housing, and supported living services to <br />persons with mental, physical, developmental, emotional, learning, and mental health disabilities, <br />who are unemployed, underemployed, and dependent upon public sector support. In 1996 Rise <br />served a total of 1,846 persons: 946 (55 percent) of Rise clients were Anoka County residents, <br />534 (29 percent) Hennepin County residents, i91 (10 percent) Ramsey County residents, 53 (3 <br />percent) Chisago County residents, and 122 (7 percent) other counties. <br /> <br />Requests for Rise services continue to increase as do the severity of the disabilities of the persons <br />Rise provides services to. In the last several years Rise has developed new programs for <br />individuals with traumatic brain injuries, persons with severe/profound disabilities from the <br />Faribault Regional Treatment Center, students with severe emotional disabilities in the Anoka- <br />Hennepin School District, people with disabilities who are seeking competitive job placements in <br />our Projects with Industry (PWI) program, people who are deaf or hard of hearing in our <br />Minnesota Employment Center 0ViEC) program, people who have both mental illness and <br />developmental disabilities, and a career development/employment program for members of <br />minority groups. Because of this growth, more than 900 persons participated in Rise programs <br />on a daily basis last year. <br /> <br />Project Descriptior~ <br /> <br />Anoka CIP is a newly developed day training and habilitation program (DTH) specifically <br />designed for people with severe disabilities who require more intensive programming and a higher <br />level of staff'mg. The building housing this program is located in the Anoka Enterprise Park and <br />is under construction presently. We anticipate it to be completed and ready for occupancy <br />February 1998. <br /> <br />The program was developed in response to a request from Anoka County to help meet the needs <br />in the county to serve people, particularly upcoming graduates in the Anoka-Hennepin Schools <br />with more significant disabilities over the next five years. Anoka CIP will provide job training <br />and placement, therapy services, and vocational skills. It will increase participants' relationships <br />with peers, self-sufficiency through earned wages, increase self-esteem, personal choice-making, <br />and participation in community integration activities. <br /> <br /> <br />
