The proposed plat <br />consists of one sheet prepared by Hakanson Anderson Associates, Inc. and is dated December 15, <br />1997. We offer the following comments: <br /> <br />! <br />I <br />I <br /> <br />General and Zoning. The parcel is approximately 8.4 acres in size and is zoned a <br />combination of B-2 Business and R-3 Urban Residential. There is a small remnant of <br />property in what is proposed to be platted as Outlot A that is zoned B-1 Business. <br />Council has previously adopted findings of fact and introduced an ordinance to rezone <br />this remnant to R-3 Urban Residential like the balance of Outlot A. The final adoption of <br />that ordinance cannot be considered until the current development moratorium is lifted. <br /> <br />Lot Sizes and Dimensions. The minimum lot size in the B-2 Business Districts with <br />sewer and water is I/2 acre. The proposed size of the commercial lot is approximately 3 <br />acres and the multi-family residential lot is approximately 5 acres. <br /> <br />I, <br />I <br />! <br />I <br /> <br />o <br /> <br />Public Dedications. The final plat proposes the dedication of 50 feet of right-of-way <br />from the centerline of T.H. #47. This is consistent with the Hwy. #47 Corridor Study and <br />the property further south in Willow Ridge and Amber Ridge. <br /> <br />Access to #47. The final plat dedicates right-of-access along T.H. #47 to the State, with <br />the exception of a temporary right-in only at the common boundary of Lot 1 and Outlot <br />A. The development agreement will require transfer of this access right to the State at the <br />time 153rd Avenue and T.H. #47 is signalized. <br /> <br />Ultimately, there would be access to Outlot A only fi:om 153rd Avenue N.W. It is <br />anticipated that Barium Street will be extended to intersect with 153rd; however, this is <br />over 1,000 feet east of T.H. #47. A public or private street along the eastern boundary of <br />Lot 1 should be considered as an alternative to the lengthy travel route that would <br />otherwise be required to travel to the eastern portion of Outlot A. <br /> <br />I <br />I <br />I <br />I <br /> <br /> <br />
