(a) <br /> <br />(b) <br /> <br />(c) <br /> <br />The tract of land is without buildings or <br />contains no dwellings or other buildings with <br />plumbing fixtures. <br /> <br />No Certificate of Real Estate Value need be <br />filed with the County Auditor, as per <br />Minnesota Statutes, Chapter 272.115. <br /> <br />The sale or transfer completes a contract for <br />deed entered into prior to the effective date <br />of this Ordinance. This subsection applies <br />only to the original vendor and vendee on such <br />a contract. <br /> <br />(d) <br /> <br />Any dwellings or other buildings with running <br />water are connected to a municipal wastewater <br />treatment system. <br /> <br />Sale Transactions Occurring Between December 1 and <br />April 1. <br /> <br />(a) <br /> <br />If the sale transaction occurs between <br />November 1 and the following April 30, and the <br />inspection cannot be completed the transfer <br />may occur with a stipulation that a compliance <br />inspection shall be completed by the following <br />June 1 and a certificate of compliance is <br />completed by the following September 30. <br /> <br />Prohibition <br />Enforcement. <br /> <br />Against Transfer of Proeprty; <br /> <br />No real property in the City shall be transferred <br />unless the parties to the transactio have complied <br />with the requirements of this SECTION. <br /> <br />Notice of Violations. <br /> <br />Cause to Issue a Notice of Violation. Unresolved <br />and either separate, recurrent, or continuing <br />violations of this SECTION by an applicant, <br />permittee, installer or other person, as determined <br />by inspections, reinspection, or investigations <br />shall constitute nonconformance or noncompliance <br />with this SECTION. <br /> <br />Serving a Notice of Violation. A Notice of <br />Violation shall be served by mail upon the <br />applicant, permit, installer or other person found <br />to be in violation of this SECTION. <br /> <br />13 <br /> <br /> <br />
