I I I I I I I ,I I Mayor Gamec suggested offering the position to Mr. Jim Norman. The Personnel Committee discussed items of negotiation. Not all of the Committee was in favor of a car allowance. Motion by Mayor Gamec and seconded by Councilmember Haas Steffen to recommend that Jim Norman should be offered the position of City Administrator for the City of Ramsey. The Mayor and Acting City Administrator should be authorized to negotiate with the applicant a letter of agreement concerning the terms of employment, including (a) Salary - beginning to mid-point range. (b) Start date - negotiable. (c) Vacation and sick leave accrual - vacation up to three weeks but sick leave would be accrued the same as for everyone else. (d) Health care benefits - the same as for everyone else. (e) Auto allowance - negotiable. (f) Pension benefits - not at a higher percent than PERA employees. (g) Length of agreement - not beyond a year. (h) Procedures for terminating the agreement - concentrate on this portion - the remove for cause, severance pay, etc. Moving expenses - negotiable. Motion carded. Voting Yes: Mayor Gamec, Councilmembers Haas Steffen and Beyer. Voting No: None. COMMITTEE INPUT 1) AFSCME Contract Acting City Administrator Waite Smith reported that AFSCME is ready to begin negotiations for the 1998 and 1999 contract. A meeting has been scheduled for 1:30 p.m., on December 18, 1997. ADJOURNMENT Motion by Councilmember Haas Steffen and seconded by Mayor Gamec to adjourn the meeting. Motion carded. Voting Yes: Mayor Gamec, Councilmembers Haas Steffen and Beyer. Voting No: None.
