8. That the Applicant's assumed ownership of the subject property in 1997 with the intent of obtaining a conditional use permit to legally operate the dwelling as a two family rental unit. 9. That the structure is currently vacant. 10. That there are no garage facilities on site for indoor storage of vehicles and equipment. 11. That the City has granted three conditional use permits for two family dwelling units in the single family district. 12. That the two most recent conditional use permits issued included terms requiring that one of the occupants of the dwelling be the homeowner. 13. That the Applicants are proposing to operate the two family rental unit as absentee landowners. 14. That the proposed use will not adversely impact traffic in the area. 15. That the proposed use will not be dangerous or detrimental to persons residing or working in the vicinity. 16. That the proposed.use will substantially or adversely impair the use, enjoyment or market value of surrounding properties. 17. That the proposed use will not be maintained to be harmonious in appearance with the existing and intended character of the R-1 Rural Residential District. 18. That the proposed use will be adequately served by essential public services. I9. That the proposed use will not create excessive additional requirements at public cost public facilities and services. The motion for the adoption of the foregoing resolution was duly seconded by Councilmember and upon vote being taken thereon, the following voted in favor thereof: and the following voted against the same: and the following abstained: and the following were absent: whereupon said resolution was declared duly passed and adopted by the Ramsey City Council this the__ day of February, 1998.
