Development Agreement will require cross easements to provide benefits of those <br />existing systems to all lots. <br /> <br />Access to Lots. The plan has been forwarded to Mn/DOT for review and comment. Ail <br />3 lots are proposed to access Hwy./Il0 via 2 existing accesses. This will require cross <br />easements between the parcels for ingress/egress purposes. It is anticipated that the State <br />will require dedication of the remaining right-of-access adjacent to Hwy. #10. At the <br />February 3, t998 Planning Commission meeting, one of the Commissioners suggested <br />creating a 15 foot wide outlot adjacent to Hwy. #10 along the eastern half of the 7roperty <br />to equalize the front property line alignment. That outlot should then be dedicated to the <br />City and the City would hold that property for use in resolving any access issues if and <br />when Mn/DOT closes any direct accesses onto the highway. Staff is recommending that <br />any final decisions relating to Hwy. #10 be reserved until the City receives Mn/DOT's <br />review letter. <br /> <br />Drainage and Utility Easements. The standard 10 foot (5 feet on common property <br />lines) drainage and utility easements have been provided around the outer perimeters of <br />the lots. <br /> <br />Storm Water Management Fee. The City has established a stormwater management fee <br />at a rate of $3,577 per acre for commercial plats. <br /> <br />Park Dedication. The plat does not create any new buildable lots and is therefore not <br />subject to park dedication fees. <br /> <br />The City Council will be meeting at 7:00 p.m. on Tuesday, February 24, 1998, at the Rarnsey <br />Municipal Center, 15153 Nowthen Blvd. N.W.
