February 18,1998 Mayor Tom Gamee City of Ramsey 15153 Nowthen Boulevard N'W Ramsey, Minnesota 55303-6197 Re: Proposal for Additional Planning Services Related to the Charter Amendments Dear Mayor Gamec: Hoisington Koegler Group (HKGi) is pleased to submit this proposal to assist the City of Ramsey with the evaluation of the impacts, if any, associated with the 1995, 1996 and 1997 Charter Amendments. If this proposal is acceptable, it can simply be approved as an addendum to the Comprehensive Planning contract by resolution. We understand that it will be HKGi's role to make an objective interpretation of the 1997 Charter Amendment and evaluate its impact on affected vacant parcels within Ramsey's MUSA. It will be om' intent to document the results of the study in a written and graphic report that will serve as the basis for future decisions by the City Council. The work pIan will include the following tasks: 1. The development of an inventory of vacant parceIs within Rarmey's MUSA including parcel size and the size of adjoining lots and subdivisions. This will require the use of accurate County parcel information. An interpretation of the 1997 Charter Amendment. Meetings with representatives of affected landowners and amendment advocates (four meetings estimated). The purpose of these meetings will be to determine landowner and amendment advocate perceptions of the interpretation and affect of the 1997 Charter Amendment. The application of the existing zoning ordinance to parcels affected by the 1997 Amendment. This will be a subdivision design exercise using existing zoning and the Charter Amendment as guides. The calculation of impacts, if any, between the application of the existing ordinance and the 1997 Charter Amendment in terms of lot loss and other impacts. The results will be the determination of the differential between the number of lots that could be developed with the existing zoning and those that could be developed given the recent Charter Amendments. o 123 North Third Street, Suite 100.
