February 24, 1998

Ms. Sylvia Frolic
City of Ramsey
15153 Nowthen Boulevard N.W.
Ramsey, Minnesota 55303

Re. Permission to Plat Outlot "C", Tooth Acres, Anoka County, Minnesota

Dear Ms Frolic,

This letter is written to request the City Council to permit the platting of property belonging
to my wife and myself which is located along and fronting on U.S. Highway #10 and adjacent
on the west of Traprock Street Northwest. This property has 629.69 feet fronting U.S.#10
and is from approximately 1000.0 feet to approximately 1200.0 feet deep. It has 161640 acres
and has direct access to U.S. # 10.

February 2, 1998 a group composed of Gary Gruber, Gary Moreau, and Rick Boushek was
granted an option to buy the property for the sum of $10,000.00 per acre plus the cost of park
fees, City drainage assessments and all attorney's fees, title examination costs, closing costs, and
recording fees. The buyer's have been working with City personnel to complete plans for a
project and they are nearly ready to exercise their option, awaiting only City approval. I did not
seek these buyers but they were kindly recommended to me by City staff and the option was
completed with the belief because of this that the project had the approval of the City except for
certain unresolved details.

In order to complete this transaction, I am requesting that the City permit this
property to be platted for the following reasons:
