1. The property does not need to be subdivided but the buyers intend to
use the whole property.

2. All that is necessary is to change the designation of the property from
an Outlot designation to a platted lot.

3. The use proposed by the buyers is a permitted use within the B-3,
Highway Commercial zoning of the property.

We have been told by your planner that the comprehensive plan which is in the
work'rill not change the uses permitted under the existing zoning, so that
the use intended by the buyer will be allowed even after the comprehensive
plan has been completed. The denial of my petition therefore can only delay
the sale of the property to the buyers, unless of course they decide to seek
another property, in which case I lose this sale.

o

Therefore, as I understand it, the only effect of denying permission
to plat the property is to create undue hardship for m.v wife and myself and
also for the buyers who have expended option and development money.

6. The granting of my request will not be detrimental to the public welfare or injurious
to other property.

Certain members of the City Council know how I have worked almost
twenty years to arrange the development potential of my property, and
they know how I have been inconvenienced / disappointed, because it has
not been possible to achieve a river crossing at my property. Some of
you will remember that the bridge crossing was not my idea but that it was
proposed by the then Mayor of the City ofRamsey. I hope that the Council
can find it in its collective heart to allow me to sell some of this property as I
have agreed to do. I am a man 65 years of age who needs to put his affairs
in order.

Thank you for the opportunity to bring these facts to your attention. If the City has a desire

itself for property in this area, after the sale of Outlot "C", I will still have Outlot "A" for sale

which it 29.26 acres and has 1141.93 feet fronting on U.S. #10.
