665W (the Lord of Life Wetland) to wetland 680W on the east side of T.H. #47 <br />which has an outlet to the Rum River. <br /> <br />The second project consists of a more involved project which is centered around <br />the wetland systems in the vicinity of 149th Avenue. The Wetland 658W, which <br />is located on the west side of the highway, accepts drainage from the developing <br />area north to 153rd Avenue and west to C.S.A.H. #5, presently has no outlet. In <br />addition, the wetland system on the east side of T.H. g47, which primarily <br />includes Wetland 659W has an emergency overflow which does not adequately <br />handle the bounce on this wetland system to prevent flooding. This project will <br />entail the construction of approximately 2,400 feet of 15" and 18" storm pipe and <br />will require installation in and restoration of 149th Avenue from T.H. ~47 to <br />Xkimo Street. <br /> <br />Costs: The major costs include construction cost and project overhead. The total <br />project cost is estimated to be $215,000. <br /> <br />5) Redevelopment of Katnis Property <br /> <br />Background:. This project does not need to be a part of the T.H. #47 STP project, <br />however, Lord of Life church desires an access from T.H. ~47 which could be <br />facilitated by a spur street off Sunwood Drive as illustrated in the T.H. #47 <br />Corridor Study. This project also facilitates a land use development more <br />consistent with the City's Comprehensive Plan. <br /> <br />Improvements: The improvements associated with this would include the <br />extension of 600 feet of roadway and associated sanitary sewer, watermain, and <br />storm sewer to the Lord of Li '_'e property. <br /> <br />Costs: The major cost associated would include land acquisition, construction <br />costs and project overhead. The Katnis property is 13.2 acres and is currently <br />listed for sale at an asking price of $995,000. The 600-foot street extension with <br />utilities from Sunwood Drive to the southern boundary of the site is estimated to <br />be $ 100,000. <br /> <br />Update on Amoco Access Issue <br /> <br />There have been differing accounts on the issue of whether Amoco agreed to relinquish <br />its right-of-access to T.H. #47 at some point in time. I have researched our files to <br />discover a MnDOT letter to Ann Norris, dated May 4, t 988, which stated that "W'e would <br />prefer no additional direct access be allowed to T.H. #47". The City's development <br />agreement stated that "accesses to the subject property shall be in accordance with <br />specifications of the City Engineer and Minnesota Department of Transportation". A <br />copy of MnDOT's access permit is attached. The fourth and fifth paragraphs on the last <br />page address this issue.
