Furthermore this memorandum is to comment on any <br />potential impact the d~vclopment of the parcel will have on the Comprehensive Plan. <br /> <br />The portion of the statement from Mr. Martin that needs clarification reads as follows: <br /> <br />"We have been told by your planner that the comprehensive plan which is in the works ~ <br />not chancre.the uses permitted under the existing zoning, so that the use intended by the buyer <br />will be allowed even after the comprehensive plan has been completed..." <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />t <br /> <br />While we do not remember rendering such an opinion to Mr. Martin, this statement requires an <br />understanding or explanation of the different roles that the Comprehensive Plan and the Zoning <br />Ordinance play. These roles are generally described below: <br /> <br />The Comprehensive Plan <br />Cl It lays out a vision for the future. <br />C) It contains goals and policies that guide the d~ision making process. <br />1:3 It establishes a plan for future land use and public facilities in the community. <br />~n It sets standards 'm define limits, boundaries or sizes (e.g. s~reets, parks and trails). <br />El Among other things, the Comprehensive Plan is a guide to the physical development of the <br /> community. It translates the community's values into a plan that describes how, why, when, <br /> and where to build, rebuild or preserve the community. It also plans how the City should <br /> spend its resources or manage capital improvements <br />El !fth¢ Comprehensiv0 ~.l.~.n is in conflict with th.e. zonin~ ordinance, the zoning.o.zdinance <br /> .s.
