1-Iow the Com£rehensiw ?lan affects Mr. Martins property <br />I.f the Comprehensive Plan should result in a proposed change in the land use oft. he parcel, the <br />zoning ordinance and map may need to be amended to reflect such a change. Because the <br />possibility exists that such a change in land use policy could occur and thus require a change in <br />the zoning ordinance one can conclude that the statement referenced by Mr. Martin is incorrect. <br />It is not the Comprehensive Plan that could legally prevent this property from developing as a <br />sports bar but rather the zoning ordinance, <br /> <br />We must also consider the fact that the parcel is currently zoned commercial (appropriate for the <br />proposed use) and the current Comprehensive Plan indicates commercial use for the parcel as <br />well. Because we are only in the concept development stages of'the Comprehensive Plan <br />l~rocess, it is too early to guarantee that the current land use policy encompassing the parcel will <br />not change. However, in considering the future land use of this parcel, its designation as a <br />commercial use will not likely change because of the parcel's location on a major highway and <br />because it does not abut residential property. Development of this parcel as a sports bar will not <br />have an impact on the Comprehensive Plan process or end product: however, the Comprehensive <br />Pl~ when completed and implemented could result in actions that could have an impact on the <br />development o£the parcel. <br /> <br />Below is a list o£the critical elements of the 'ComPrehensive Plan that might affect the use of the <br />parcel. Many of these elements you are already very familiar with but they should be closely <br />reviewed as they relate to the parcel. <br /> <br />The site is near the potential location for a bridge crossing the Mississippi River, plans for <br />which are not in place. Any development on this site could have an impact on this future <br />river crossing. <br /> <br />It has been mentioned in several public meetings that there is a desire to improve the image <br />of the Highway t0 corridor. X strategy to improve the image of the Highway 10 corridor <br />may impact development of'this site or vice versa. <br /> <br />The site is not within the Metropolitan Urban Services Area[IvIUSA). If there is to be an <br />expansion of the IVfUSA it will likely occur in a westerly fa:~hion along the Highway. 10. This <br />site would be included within that area. <br /> <br />The site is just outside of the Mississippi River Critical Area Overlay district and is le.~s than <br />a half mile from the river. The Comprehensive Plan will include a chapter focusing on the <br />Mississippi River and property within or near this corridor. This plan could have an impact <br />on the parcel, <br /> <br />The current moratorium on development in the City of Rarnsey was put in place primarily for the <br />purpose of determining the impact of new residential development on existing residential <br />developments and to allow the City to complete the Comprehensive Plan addressing this among <br />other issues. The parcel will have little impact on existing residential development because of its <br />surrounding land uses.
