I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />CASE <br /> <br />CONSIDER THREE-YEAR FUNDING REQUEST TO CITY OF ANOKA FOR · <br /> AQUATIC CENTER [Formerly Charles Horn Pool] <br /> By: Jessie Hart, Finance Officer <br /> <br />Background: <br /> <br />Several members of the Anoka Park Board and Pool Fund Raising Committee appeared before <br />the Ramsey Park Commission on November 13, 1997, to request funding from the City of <br />Ramsey towards the construction of the Anoka Aquatic Center [replaces Charles Horn Pool]. <br />This request was for $12,000 over three years and would provide Ramsey residents with <br />"residential" status at the new facility for this three-year period only. Similar requests have been <br />made to the City of Andover which has approved participation at a level of $4,000. <br /> <br />The Ramsey Park Commission recommended approval of this request for an annual contribution <br />in the amount of $4,000 for 1998, 1999 and 2000, payable to the City of Anoka for resident <br />status for the citizens of Ramsey at the Aquatic Center, contingent on the funds not reducing the <br />Capital Improvements Program. <br /> <br />Attached to this case is the following background information: <br /> <br />1) <br />2) <br />3) <br />4) <br />5) <br />6) <br /> <br /> 1/I 3/97 Park Commission Case Cover Sheet <br /> 1/13/97 Park Commission Minutes <br /> 1/17/97 Memorandum from Bryan Lindberg, Anoka Pool Fund Raising Chair <br /> 993 Charles Horn Pool Usage Census <br /> 998 Schedule of Anoka Aquatic Center Pool Fees <br />Cashflow Projections - Lawful Gambling Fund <br /> <br />Observation: <br /> <br />The request as approved by the Ramsey Park Commission has no identified funding source and, <br />due to the timing, was not included in the Adopted 1998 General Fund Budget. Although it was <br />discussed briefly at the budget worksessions, this request has not been formally approved by the <br />City Council. <br /> <br />Due to the nature of this request it is possible that the funding could be allocated from existing <br />revenues in the Lawful Gambling Fund. Expenditures from this fund are to be used exclusively <br />for recreation, community and athletic facilities, as adopted in the annual Capital Improvement <br />Program, intended primarily for persons under age 21, provided that such facilities and activities <br />do not discriminate on the basis of gender, and that such revenue not be used for operating <br />equipment, supplies, wages or any other non-capital expenditure. The attached cashflow <br />projections for the Lawful Gambling Fund indicate that this source can provide the funding for <br />the next three years without negatively impacting the existing capital improvement program as <br />presented by the Park Commission. <br /> <br /> <br />
