March 10, 1998 <br /> <br />Rarnsey City Council <br />City of Ramsey <br />15153 Nowthen Blvd. N.W. <br />Ramsey, Mn 55303 <br /> <br />I am requesting an exception to the moratorium ordinance. My homestead is at 17515 St. <br />Francis Blvd. N.W. My 40 acres includes my home and I previously platted two <br />additional lots from that 40 for two of my children. They both have built homes on their <br />lots. I would like an exception to the moratorium to plat two more lots for my other two <br />children. One daughter sold her home in 1997 and planned to accept a lot from me and <br />build in Ramsey that same year. But that plan was interrupted by the moratorium and her <br />and my granddaughter have been living with us and waiting for the moratorium to be <br />lifted so we can plat her a lot and build. We have been told that the moratorium is in <br />effect until mid-July and Council has the option to extend it beyond July. My daughter is <br />anxious to get her home built in 1998 and I am requesting that Council give us an <br />exception to plat these lots for our last two children; the other daughter is not planning to <br />build in the near future. <br /> <br />For the record, I have also been informed that granting me two more lots will result in a <br />density of 5 units in 40 acres and I will need to also apply for a variance to the 4 in 40 <br />density restriction. I also continue to farm my land and in the interest of keeping as much <br />farmland for myself as possible, I prefer to give my children 2.5 acres rather than 10 <br />acres, which is the current minimum lot size north of Trott Brook. If the moratorium is <br />lifted, I also intend to apply for a variance to the minimum lot size. <br /> <br />In response to the 5 criteria listed in the moratorium ordinance, I respond as follows: <br /> <br />1. Are there special circumstances or conditions such that strict application would <br />deprive the petitioner of reasonable use. - <br /> <br />When you own a large piece of land, it is reasonable to expect to be able to help your <br />children own their home by providing them with a parcel of land. To do that for my <br />remaining two children requires a replat of the property and Council has placed a <br />moratorium on subdividing. <br /> <br />2. That the exception is necessary for the preservation and enjoyment of a substantial <br />property right of the petitioner. <br /> <br />Continuation of my plans to subdivide the family estate for the benefit of my children is a <br />substantial property right that is being interrupted by the moratorium. <br /> <br /> I <br />I <br /> I <br /> I <br /> <br />i <br /> I <br />I <br />I <br />I <br />I <br /> <br />i <br />i <br />I <br />I <br />I <br />I <br />I <br /> <br /> <br />
