As you are aware, we are currently in <br />the process of developing two concepts that will address ideas related to the future of Ramsey <br />and will identify significant public policy to accompany the concepts. Over the next few months, <br />the concepts will be refined into one concept through various meetings with the public, city <br />boards and commissions and city staff. Because we have not completed this task, we cannot <br />guarantee any firm results of the Comprehensive Plan, we can only predict or speculate based on <br />what we have learned over the last several months. <br /> <br />Existing Conditions <br /> <br />The subject parcel is Lot 3 Gobernatz Addition and currently has a gross density of 1 units in <br />roughly 35 acres. The parcel is located immediately north of Trott Brook on the east side of <br />Trunk Highway 47. It is currently zoned R-IR and is located within the Rural Services area <br />which imposes a 10 acre minimum lot size and a gross density of 4 units per 40 acres. Prior to <br />1989 the parcel was used for agriculture with a farmstead. In 1989, the parcel was subdivided to <br />add two additional lots at 2.5 acres apiece, which subsequently had single family homes <br />constructed on them and left the subject parcel at roughly 35 acres. Trott Brook extends across <br />the southern portion of this parcel, which contains significant natural resources. <br /> <br />Impacts associated with the Comprehensive Plan <br /> <br />Two areas of the Comprehensive Plan may have a direct impact on the subject site. First is the <br />issue of density in the rural area. Regional growth policy imposes a gross density of one unit per <br />ten acres. The current zoning ordinance complies with the regional growth policy and also <br />imposes a ten-acre minimum lot size. Second is the issue of protection of natural resources <br />(Trott Brook). The subject parcel contains a significant area of tree cover, wetland and natural <br />vegetation. Although the applicant probably does not intend to disturb this area, environmentally <br />significant areas will be addressed within the plan.
