Creative Solutions for Land Planning and Design <br /> <br />Hoisington Koegler Group Inc. <br /> <br />Memorandum <br /> <br />To: Sylvia Frolik, Zoning Administrator <br /> City of Ramsey <br />From: Brad Scheib, Hoisington Koegler Group, Inc <br />Date: March 15, 1998 <br /> <br />Re~ <br /> <br />Request for moratorium exception for the property at the southwest corner of 149th <br />Avenue and Ramsey Boulevard (Jack MenkveId) <br /> <br />This memorandum is intended to analyze the impact of Mr. Menkveld's proposed project on the <br />Comprehensive Planning process. As you are aware, we are currently in the process of <br />developing two concepts that wilt address ideas related to the future of Ramsey and will identify <br />'significant public policy to accompany the concepts. Over the next few months, the concepts will <br />be refined into one concept through various meetings with the public, city boards and <br />commissions and city staff. Because we have not completed this task, we cannot guarantee any <br />firm results of the Comprehensive Plan, we can only predict or speculate based on what we have <br />learned over the last several months. <br /> <br />Existing Conditions of the subject parcel: <br /> <br />With the exception of the Tom Thumb site, the existing land use of the surrounding properties is <br />predominantly of a residential character. The subject parcel is zoned "Industrial" and is currently <br />a vacant parcel, Residentially zoned property is in the direct vicinity of the site to the west, north, <br />and east. A commercial site (Tom Thumb) lies directly northeast and property to the south is <br />zoned industrial. The residential property to the west (Pineview Estates 2n~l Addition) is a PUD <br />which received City approvals in the late 1980's but did not see homes constructed until 1991. <br />Most of the existing homes in this subdivision were built in 1995. This subdivision consists of <br />single family lots ranging in size from two acres to two and a half acres. The residential <br />subdivision to the north was generally developed throughi~ut 1980 and consists of roughly one- <br />acre lots. The property to the east is a newer residential subdivision called Regency Ponds. This <br />project was developed at urban densities with lot sizes ranging from 10,000 square feet to one <br />acre. The six-acre parcel directly to the south of the subject is a single-family home (rural estate) <br />built in 1947. <br /> <br />The subject parcel fronts Ramsey Boulevard, which is classified as a B Minor Arterial Street. <br />The cross street, 149th Avenue is a residential street that receives a great deal of traffic cutting <br />through local neighborhoods because there is a lack of collector streets within the City that allow <br />for movements in an east/west direction.
