The following list summarizes those issues: <br /> <br />Cl Transitional Edge: The subject parcel is located in an area where industrially zoned property <br /> directly abuts existing residential property. One of the objectives of the Comprehensive Plan <br /> will be to determine how non-compatible land uses blend or transition into one another. We <br /> will be pursuing such ideas as buffer zones, design regulations, parkways, open space <br /> preservation, density requirements, etc... This property is a prime example of where conflict <br /> has the potential to exist as industrial zoning abuts existing residential developments. <br /> <br />Urban vs. Rural Densities: Residential use may be a more appropriate land use for this site: <br />however, a potential conflict exists with density. Urban services are adjacent to the parcel <br />and a valid argument could be made to extend urban services to include this parcel. If urban <br />services were extended to the site and the land use was to be changed to a residential use, a <br />conflict may arise with how new residential development impacts existing residential <br />developments particularly with lot sizes. The Comprehensive Plan will recommend a. <br />solution (s) to this issue. <br /> <br />Transportation Network: The City of Ramsey has identified a problem with traffic movement <br />in an east/west direction across the City. The current transportation network includes several <br />north/south arterials and collectors, but very few east/west arterioles and collectors, <br />particularly in the central portion of the City. The Comprehensive Plan will recommend a <br />solution or solutions to this issue. Traffic volumes typically determine locations for <br />convenience stores. Provisions for east/west collectors within the community may in fact <br />alter the use of that corner by alleviating some of the traffic on 149th Avenue. <br /> <br />Mississippi Crossing: One element of the plan could involve the potential bridge crossing of <br />the Mississippi River near the MississipPi West Regional Park. The crossing .at this location <br />could impact traffic patterns, land uses in the general area of the subject parcel and the site <br />itself. <br /> <br />Recommendation: <br /> <br />Given the above issues associated with the Comprehensive Planning Process, it would be <br />appropriate to leave the moratorium in place for this parcel until the Comprehensive Plan has <br />been completed and all of the issues have been resolved. <br /> <br />17/ <br /> <br /> <br />
