City of Ramsey Police Department

15153 NOWTHEN BOULEVARD N. W., RAMSEY, MINNESOTA 55303

(612) 427-6812
FAX (612) 427-2361

I
I
I

MEMORANDUM

DISPATCHER (612) 427-1212

DATE:

March 18, 1998

TO:

FROM:

Sylvia Frolik, Zoning Administrato /.q ~ ~.._.
David Gustafson, Police Chief

SUBJECT: Information relevant to Diamonds Sports Bar and Grill

I have spoken with the Police Chief of the City of Blaine about a popular sports bar located in
that city. This establishment is similar in operation to that proposed by the applicants seeking
approval of a permit for the Diamonds Sports Bar and Grill in Ramsey. The Blaine Police
Department has not responded to calls in excess of what he considers normal for that type of
operation involving large numbers of people. That establishment has not prompted either the
city council or the police department to initiate any hearings or special meetings to consider
snspension or revocation of either the liquor license or conditional use permits. The police chief
u~d state that careful consideration should be given when drafting a conditional use permit prior
to final approval. Special areas of attention should be lighting, closing times of the athletic fields
on Sunday evenings, and liquor sales and/or consumption and possession on the fields and in the
parking lots and bleachers.

A ranking officer at the Anoka County Sheriff's Department gave me basically the same
assessment to sports bars located in the Cities of Andover and Oak Grove. His recollection of
complaints received was that the majority of complaints were from a few residents located
closest to the facilities rather than a large volume of complaints from an equally large number of
individual residents.

The gist of both conversations was that Ramsey should be thorough in the review of site plans
and the drafting of conditional use permits.

/jmt
