This establishment is similar in operation to that proposed by the applicants seeking <br />approval of a permit for the Diamonds Sports Bar and Grill in Ramsey. The Blaine Police <br />Department has not responded to calls in excess of what he considers normal for that type of <br />operation involving large numbers of people. That establishment has not prompted either the <br />city council or the police department to initiate any hearings or special meetings to consider <br />snspension or revocation of either the liquor license or conditional use permits. The police chief <br />u~d state that careful consideration should be given when drafting a conditional use permit prior <br />to final approval. Special areas of attention should be lighting, closing times of the athletic fields <br />on Sunday evenings, and liquor sales and/or consumption and possession on the fields and in the <br />parking lots and bleachers. <br /> <br />A ranking officer at the Anoka County Sheriff's Department gave me basically the same <br />assessment to sports bars located in the Cities of Andover and Oak Grove. His recollection of <br />complaints received was that the majority of complaints were from a few residents located <br />closest to the facilities rather than a large volume of complaints from an equally large number of <br />individual residents. <br /> <br />The gist of both conversations was that Ramsey should be thorough in the review of site plans <br />and the drafting of conditional use permits. <br /> <br />/jmt <br /> <br /> <br />
