CASE # <br /> <br />REQUEST FOR FINAL PLAT APPROVAL OF THE DIAMONDS, A MINOR <br />SUBDIVISION; CASE OF GARY GRUBER AND JIM MARTIN <br /> By: Zoning Administrator Sylvia Frolik <br /> <br />Background: <br /> <br />The City of Ramsey has received an application for a minor subdivision to be entitled The <br />Diamonds, which consists of a replat of Ouflot C in Tooth Acres. The following items are <br />enclosed for your information: <br /> <br />a) <br />b) <br />c) <br />d) <br />e) <br />0 <br /> <br />Site location map <br />Proposed final plat <br />Draf~ Planning Commission meeting minutes dated March 12, 1998 <br />City staff review letter dated March 18, 1998 <br />Proposed development agreement <br />Proposed resolution for final plat approval <br /> <br />Observations: <br /> <br />The purpose of the replat is to replace the outlot designation on the subject property with a lot <br />and block number so that it will be eligible for a building permit; no new lots are being created. <br />The platting process necessary to change the title of the property from an outlot to a lot is subject <br />to the current moratorium on subdividing and rezoning. Council granted Mr. Martin an <br />exception to the moratorium on March 10. <br /> <br />The plat is 16.6 acres in size and consists of one lot and one outlot. The pm'pose of the outlot is <br />to preserve a corridor for the future extension of a highway frontage road, Riverdale Drive. That <br />outlot will be deeded to the City. The one lot in the plat greatly exceeds the 1/2 acre minimum <br />lot size,.100 foot lot width, and 150 foot lot depth requirements. <br /> <br />The plat is bounded on the east by the Traprock Street easement. In a meeting with the Anoka <br />County Parks Department and Highway Department, it was determined that there is no current or <br />future public purpose in Traprock Street. Access to the Mississippi West Regional Park from <br />Traprock is not proposed by the County. The one lot in The Diamonds plat has highway <br />frontage and access to the future highway frontage road, Riverdale Drive. The current Traprock <br />easement represents the location of Mr. Huseby's private driveway Mr. Huseby has a life estate <br />on the park property to the south. Therefore, it has been determined appropriate to vacate <br />Traprock Street to the County and the County in turn, will grant the owner of Lot 1 in the plat an <br />easement across their property for access purposes until such time as Riverdale is constructed <br />and provides access to The Diamonds. However, the construction of Riverdale could adversely <br />impact on/off ramps for a future Mississippi River bridge crossing in this area. The County has <br />offered that if the City preserves the corridor by not requiring the construction of Riverdale Drive <br /> <br />q <br /> <br /> <br />
