The final plat <br />consists of one sheet prepared by Merila and Associates dated March 16, I998. We offer the <br />following comments: <br /> <br />General: The proposed plat is in the B-3 Highway Business DistiSct and consists of one <br />lot and one outlot. <br /> <br />Lot Sizes and Dimensions: The plat is I6.6 acres in size and Lot 1, Block 1 greatly <br />exceeds the 1/2 acre minimum lot size, I00 foot minimum lot width and 150 foot <br />minimum lot depth requirements. <br /> <br />Drainage and Utility Easements: In accordance with the site plan for the proposed <br />development on Lot 1, the final plat provides for drainage easements to accommodate on- <br />site ponding. The standard 10 foot utility easements have also been provided around the <br />perimeter of the property. <br /> <br />Streets: At the time of oketch plan review, it was recommended that Traprock Street, a <br />designated Municipal State Aid (MSA) road, be constructed to MSA standards to service <br />the lot. Subsequent to the Planning Commission review of the proposed plat, City Staff <br />met with the Anoka County Highway Department and the Anoka County Parks <br />Department. It was determined that the County is not proposing an access to the <br />Mississippi West Regional Park fi.om Traprock. The Diamonds plat has frontage on <br />Hwy. #10 and is proposed to have access to the future highway frontage road, Riverdale <br />Drive. Therefore, Traprock serves no public purpose and may be vacated. However, in <br />the interim it was agreed that The Diamonds should receive access from a private paved <br />driveway constructed in the Traprock right-of-way, in conjunction with the existing <br />driveway to the Huseby homestead to the south. In the winter, the owner of Lot 1 in The <br />Diamonds will be responsible for plowing their own paved driveway up to the point of <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br /> <br />
