I <br /> I <br /> I <br /> I <br /> I <br /> ! <br /> I <br /> I <br />I <br /> <br />REQUEST FOR SITE PLAN APPROVAL; CASE OF <br />DIAMONDS SPORTS BAR & GRILL, INC. <br /> By: Zoning Administrator Sylvia Frolik <br /> <br />Background: <br /> <br />Diamonds Sports Bar & Grill, Inc. has submitted a site plan for the development of an 8,480 <br />square foot restaurant and bar on what is currently platted as Ouflot C, Tooth Acres and being <br />replatted into Lot 1, Block 1, The Diamonds. The project includesa 3,600 square foot patio area <br />and outdoor recreational facilities including 3 sot~ball fields and 5 volleyball courts in the <br />summer and 3 broomball courts in the winter. The applicants have applied for a conditional me <br />permit for the outdoor recreational activities, and the Planning Commission has recommended <br />approval of that request. The following items are enclosed for your information: <br /> <br />a) <br />b) <br /> <br />d) <br />e) <br />0 <br />g) <br /> <br />Site location map <br />Site plan <br />City Staffreview letter dated March 9, 1998 <br />Letter from Anoka County ..Highway Department dated March 2, 1998 <br />Letter from Anoka County Parks Department dated March 12, 1998 <br />Draft Planning Commission meeting minutes dated March 24, 1998 <br />Proposed development permit <br /> <br />Notification: <br /> <br />Site Plans are not required to be subjected to public hearings. However, this proposal also <br />requires a conditional use permit for the outdoor recreational activities. Conditional use permits <br />are required to be subject to public hearings and staff attempted to notify property owners within <br />4,000 feet of the subject property, versus the standard 350 feet. <br /> <br />Observations: <br /> <br />At the time the plan was reviewed by the Planning Commission, the facility was proposed to <br />have two accesses onto Traprock Street, a proposed Municipal State Aid road, and the applicant <br />would be responsible for constructing the road to MSA standards. Since the Planning <br />Commission meeting, the applicants and certain City Staff have met with Anoka County <br />Highway Department and Anoka County Parks Department. It was determined in that meeting <br />that the County is not proposing an access to the Mississippi regional park from Traprock Street. <br />The Diamonds Sports bar property doesn't need Traprock became they have Highway #10 <br />frontage and the future highway frontage road, Riverdale Drive, is proposed to also provide <br />access to the Diamonds property at some point in the future. Currently, the only purpose of the <br />Traprock Street easement is to provide a location for Mr. Huseby's private driveway off of <br />Highway # 10 (Mr. Hmeby has a life estate on the regional park property). It has been agreed <br />that Traprock Street should be vacated by the City and the property deeded to the County. The <br />County will then continue to allow access to the Huseby homestead across their property, and <br />they will grant an access easement to the Diamonds to construct one driveway in the former <br />Traprock Street easement. This access onto the former Traprock Street would be abandoned <br />when access onto the frontage road, Riverdale Drive, is available. <br /> <br /> <br />
