With respect to the future bridge crossing, it has previously been determined that the interchange <br />necessary if and when a bridge is constructed, would impact two of the balIfields and a portion of <br />the customer parking area. In order to protect that corridor, the applicants are providing the <br />County with a 20 year purchase option to acquire the additional right-of-way necessary for a <br />bridge interchange. <br /> <br />The extension of the highway frontage road, Riverdale Drive, was also discussed with the <br />County. The County has indicated that extension of Riverdale Drive, especially through the <br />Diamonds property, could prohibit the Mississippi bridge crossing from occurring in this area <br />because of .-...Iditional fight-of-way required for on and off ramps. The City has agreed not to <br />require the extension of Riverdale Drive as part of the sports bar project and in turn, the County <br />has offered to construct Riverdale Drive across the sports bar property, at their cost, if they do <br />not exercise their right to tq '.rchase option on the additional property needed or when the City and <br />County mutually agree tha~ a bridge crossing will not happen in this area. <br /> <br />The site plan was also forwarded to Mn/DOT for review and comment. Their written report has <br />not been received to date, but they have indicated verbally that a right turn-in lane will be <br />required in the eastbound lane of Highway #10. <br /> <br />The building is proposed to be cons'meted of textured concrete block painted in earthtone colors; <br />this is in accordance with architectural standards established in City Code. The size and location <br />of the building is in compliance with lot coverage and setback requirements. The trash enclosure <br />is proposed to be a concrete block structure with cedar gates. <br /> <br />The off-street parking spaces will be paved and finished with B-612 concrete curbing. Because <br />the driveway will be located on the Traprock Street easement (County property when Traprock is <br />vacated) and is a shared access point with the Huseby homestead to the south, Staff is <br />recommending that the requirement for concrete curbing be replaced with rolled bituminous <br />curbing on the driveway edges. The City doesn't have any specific requirements for number of <br />off-street parking requirements for a facility of this type. Taking into consideration the total <br />occupancy level of the facility under building code regulations, the patio, and the outdoor playing <br />fields, Staff had recommended that 309 spaces be provided; the plan reviewed by the Planning <br />Commission provided 281 spaces. Subsequent to the' Planning Commission meeting, the site <br />plan has been revised to provide 328 spaces. The aisle widths in the parking lot are supposed to <br />be 25 feet wide; t5.e plan proposes 20 feet aisle widths and must be modified. <br /> <br />The landscape plan has also been modified since the Planning Commission meeting and the <br />meeting with Anoka County. In response to concerns for screening raised by area residents and <br />the County Park Director, the applicants are proposing to construct a 5 foot berm along the west, <br />south and southern half of the east property lines. This berm will be topped with a 6 foot chain <br />link fence and filled in with a vining plant conducive to Anoka County soils (Virginia Creeper is <br />recommended). Pine tree clusters are proposed along Highway #10. Staff recommends 2 or <br />more species of coniferous trees to provide better survivability relative to any tree health <br />concerns. <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br /> <br />
