We are also in receipt ora Floor Plan prepared by <br />Klick Inter Arch Design, dated January 28, 1998, an Exterior Elevations plan prepared by New <br />View Construction, Inc, dated February 13, 1998, a Lighting Plan for the ball fields and off- <br />street parking prepared by Lindell Engineering, Ine, dated February 12, 1998, and a Preliminary <br />Grading Plan prepared by Klick Inter Arch Design, dated January 28, 1998. The plan proposes <br />to construct an 8,480 square feet sports bar and grill with a 6,240 square feet patio, a planned <br />future expansion to the building of 8,080 square feet. It also proposes three ball diamonds and <br />five volleyball courts. We offer the following comments: <br /> <br />General: The site is proposed to be replatted from an outlet to Lot 1, Block 1, The Diamonds, <br />so it will be eligible for a building permit. The replatting necessary is subject to the current <br />subdivision and rezoning moratorium. The applicants have applied for an exception to the <br />moratorium, for which council is scheduled to make a decision on March 10. The lot is generally <br />located south of Highway 10 and 169 and west of Traprock Street NW. <br /> <br />Zoning: The site is zoned B-3 Highway Business for which restaurants, cafes, on and off sale <br />liquor, and commercial recreational are permitted uses. The City has made it a policy to require <br />conditional use permits for outdoor recreational activities. <br /> <br />Access: The site plan submitted proposes two accesses to the facility from Traprock Street NW. <br />The northerly of the two accesses is temporary until Riverdale Drive (a frontage road to Highway <br />I0) is constructed. Until Riverdale is constructed connecting to either Armstrong Blvd. or <br />Ramsey Blvd., or both, all facility traffic will need to access directly onto Highway #10 without <br />benefit of having signalized access. Mn/DOT has been contacted for comment on this facility. <br /> <br /> <br />
