StaffReview: Diamonds Sports Bar <br />March 9, 1998 <br />Page 2 of 4 <br /> <br />Lot Coverage: The site is approximately 16.64 acres in size and City Code restricts building <br />coverage to 35 percent of the lot area, or 724,828 square feet in this case. The size of the <br />proposed building is 8,480 square feet, plus the area of the patio which is 6,240 square feet, the <br />total lot coverage is 14,720 which equates to a 2.03% lot coverage. (The Lighting Plan prepared <br />by Lindell Engineering, Ine, dated February 12, I998, shows a planned future expansion to the <br />bar and restaurant of 8,080 square feet.) The project will remain in compliance with the lot <br />coverage restriction even with the future expansion. <br /> <br />Utilities: The property is not in the Metropolitan Urban Service Are and the facility will be <br />served by an on-site septic and well system. <br /> <br />Setbacks: The proposed structure exceeds the 35-foot fi:ont yard, 35-foot rear yard and 10-foot <br />side yard setbacks established in the Highway Business District. <br /> <br />Landscaping: In accordance with City Cod. e, a 20 foot wide green space is provided adjacent to <br />Traprock Street NW and the proposed future location of Riverdale Road. The Landscape Plan <br />provides for eight pyramidal arborvitae in front of the building. Staff recommends more <br />plantings, and more diverse plantings, perhaps along the boulevards. If the conditional use <br />permit for outdoor activities is al'.:)roved, it is recommended that some trees be established along <br />the west property line also for noise absorption purposes. <br /> <br />Screening: The subject property is bordered by Anoka County park land to the south and east, <br />Highway 10 & 169 border the north, and to the west lies vacant I 'nd owned by the County for a <br />potential road and bridge corridor. City Code does not require any screening in this case, but <br />Staff recommends fences be constructed to contain sports activities to designated areas on the <br />site. <br /> <br />Waste Storage: City Code requires dumpsters to be either stored indoors, or outdoors in the rear <br />or side yard in a completely screened enclosure. The site plan proposes that the waste storage <br />area will be enclosed in a concrete masonry enclosure w~th cedar gates. <br /> <br />Off-Street Parking and Driveways - Design: In accordance with City Code, all driveways, <br />parking areas and loading areas will be surfaced with bituminous and finished with B-612 <br />concrete curbing. <br /> <br />C"f-Street Parking - Spaces Required: City Code requires one parking space for each three <br />seats in the Restaurant and Drinking area, which in this case would equate to 75 parking spaces. <br />We know that this will not be sufficient for a sports bar with outdoor recreational activities and <br />patio. According to fire code requirements for occupancy capacity, Anoka County has <br />recommended to the developer that he provide 125 spaces. Staff recommends using the greater <br />number (125) for calculating required parking for the restaurant portion of the business.
