Staff Review: Diamonds Sports Bar <br />March 9, 1998 <br />Page 3 of 4 <br /> <br />also recommends a minimum of 84 spaces for the patio occupancy level and 75 for the ballfields <br />and 25 for volleybah courts, for a total of 309 spaces; the plan proposes 281. In addition, there <br />should be at least 25 feet of center lane for maneuvering into the parking spaces. There are areas <br />iv this parking plan that are deficient. Staff is also concerned that unprotected parking spaces in <br />danger of being struck by foul or long balls are practically useless. <br /> <br />The Lighting Plan prepared by Lindell Engineering, Inc. dated February 12, 1998, shows a <br />planned future expansion to the bar and restaurant of 8,080 square feet. This plan shows only <br />210 parking stalls, which is a reduction of 71 stalls compared to the present site plan. This is not <br />an acceptable parking plan for a future expansion and will have to be modified. <br /> <br />Streets: To be consistent with the City's comprehensive thoroughfare plan, 80 feet of right-of- <br />way needs to be obtained to accommodate both Riverdale Drive on the northern edge of the plat <br />and Traprock Street on the eastern boundary of the plat. Only 60 feet is proposed to be dedicated <br />for Riverdale and I4 additional feet need to be dedicated to bring the existing 66 feet up to <br />Municipal State Aid (MSA) standards. It is unclear how much additional right-of-way is being <br />dedicated for Traprock Street. A portion of Traprock will need to be constructed in order to <br />accommodate this development. <br /> <br />Drainage and Grading: The existing contours are presented on Sheet C1 of 4, and a <br />generalized drainage plan is included on that plan. A more detailed grading plan will be needed <br />before construction which should be submitted for review and comment. It is assumed that the <br />earthwork can be balanced on-site. The general drainage plan for the parking lot and building <br />has the mn-off being conducted to two drainage ponds located on the southeast and northwest <br />comers of the site. particular attention needs to be directed to the points at which collected nm- <br />off is discharged onto the drainage swale. This area is very vulnerable to erosion. An erosion <br />control detail should be submitted for approval. In addition, drainage from the ballfields should <br />not be directed to the adjoining property. There is not sufficient space to allow the interfield <br />discharge swales to be directed along the edge of the outfields and into the storm ponds. <br /> <br />Architectural Standards: The building does not exceed the 35-foot height limit and will be <br />constructed entirely of concrete masonry units. <br /> <br />Lighting Plan: The plan proposes to light the parking areas using 17 Decashfield 400 fixtures. <br />The applicant will need to submit shop drawings of these particular fixtures to determine whether <br />they meet City Code. The applicant proposes to illuminate the ballfields with fifty-two <br />Powerspot 20 IN fixtures mounted on 14 standards. The very nature of ballfield lighting is <br />inconsistent with the City's commercial and industrial lighting policy, which is that the light <br />source should not be visible fi.om adjacent streets and properties.
